Model Schools Liaison Meeting

The revival of the Model Schools Liaison Meeting occurred on January 30th here at Questar III BOCES. We had a productive and energizing meeting! Here is the link to the presentation if you would like to refer back to it or if you were unable to attend the meeting. In addition to the resources in the presentation, participants shared these resources with the group as well:


  • cilc.org - If you choose Interactive learning and then Digital Learning Festivals you will find free virtual field trips available on February 27th. Thank you Gina for sharing this resource!
  • gapminder.org - If you click on Tools you will find a great graphing over time tool. Use this to see life expectancy rates in relation to income from 1800 to present day. Use the tools on the side to create your own chart with different variables. It’s fascinating to watch how events change over time! Thank you Paul for sharing this tool!


Our next meeting will be held March 27th beginning at 12:30. The group would like to discuss creating software and app request forms. If you have one you already use and would like to share, please add it to the collaborative folder.


Our last meeting of the year will be May 21st beginning at 8:30. The work for that day will be determined by the group at the March meeting. We hope to see everyone there!

Join us for a "Sandbox" Event!

Join us for this premier event that will allow participants to "play" with instructional tech tools and learn how they can incorporate them into their every day instructional practices. Participants will have the opportunity to spend time at each station and discuss how they can incorporate the tool at the station into their teaching. **Open to Questar III Districts who purchase the Model Schools Base Fee.**

A Word on Copyright and Showing Movies in School

School Fined for Showing The Lion King

This article raises a good point in that schools need to protect themselves when it comes to showing movies in school. Whether it's teachers showing a movie to their class or the PTO having a movie night in the auditorium, schools need to understand their responsibility to remain in compliance with copyright laws. Movie Licensing, available through the School Library System, can help schools remain copyright compliant and avoid costly lawsuits. Cyber Tip: Creating Unique Passwords

Why does it matter if I use the same password more than once?


Having complex and unique passwords for each site is becoming more important than ever. Cyber criminals are breaking into more and more websites and secure locations. It is important to make each password different.


Does it have to be absolutely different? No. Just a little different can make a big difference if the person is going to get access to your account or figure out other passwords.


For instance-- NEVER use passwords that any person can figure out from your social media sites. If a person can spend a few moments looking at your page, they can probably figure out that you have a dog named Molly, two children and their names, birthdays, and locations of where you have lived, your first school, and maybe even your first car.


Passwords have to be something that a person cannot piece together. To make it easier on yourself, you could create an "algorithm." For example, try creating a sentence instead: Molly is the best Puppy on the Planet! You can shorten the full sentence to: "MitBPotP!" This is a good start, but you need to make it stronger so change some of those items into numbers or symbols. Now, it may look like this: M1tBP0tP! and can be considered a stronger password.


The thing is, you shouldn't use the same password for everything so, how do you make it unique? Simple. Consider the site you are visiting and add that site name as part of your password for that site. For example, if you are visiting Amazon, change the letters to: aMz0n. Then add that to the core part of your algorithm and your new Amazom password is: aMz0nM1tBP0tP!

It may seem like a long and complicated password, but to you it is not really because it is two pieces-- the site you're visiting and your pre-created phrase.


Most importantly, PLEASE DO NOT WRITE IT DOWN! Once you learn your core phrase and locations, you will be able to easily remember the password for any site you log into.

FUNCTION:

Providing guidance to component school districts in the implementation of policies and procedures related to data privacy and security and support the administrative staff under their supervision. Providing leadership and oversight to school districts under the jurisdiction of BOCES in the organization, analysis and evaluation of districts' compliance with Education Law 2-D, and the Parents Bill of Rights. Consults with school districts on their needs in terms of data privacy and security and provides assistance in the development and implementation of policies and procedures.

RESPONSIBILITIES:

  1. Serves as the primary contact for component districts for data privacy and security.
  2. Supervises and coordinates the development and implementation of the districts’ Parents Bill of Rights and Data Security and Privacy Policies involving key district stakeholders.
  3. Collaborates with district technology committees to develop strategic data privacy plans that incorporate best practices in compliance procedures.
  4. Researches local, state and national standards and best practices in data privacy and integrates this information into training programs and support provided to component school personnel and BOCES.
  5. Oversight in the investigations of all component district data breach complaints. Supports the Shared Data Protection Officer(s) in making recommendations for resolutions.
  6. Provides staff development and training opportunities to component school districts and BOCES data privacy as identified by the component school districts and BOCES. Monitors and reports on progress and analyze reasons for variance in each component district.
  7. Serves as a liaison with technology resources and networks, including the New York State Education Department on changes to Education Law 2-D and facilitates communication and sharing among shared data protection officers.
  8. Represents the BOCES on various local and statewide data privacy and security committees.
  9. Provides access to resources and programs available to school districts for professional development and instructional support in the area of data privacy and security.
  10. Presents best practices in data privacy, support and integration to component school district audiences of teachers, administrators and Board of Education members, as requested.
  11. Develops a vision and plan to provide program options that will meet the needs of the component school districts in the areas of data privacy and security.
  12. Perform other tasks as assigned by the Executive Director for Educational and Support Programs, the Assistant Director for Instructional Technology Programs, the Deputy District Superintendent, and the District Superintendent.

SUPERVISORY RESPONSIBILITIES:

QUALIFICATIONS:

  • Masters degree in Educational Leadership or related program or Masters degree in teaching
  • Minimum of three (3) years of successful administrative experience with increasing levels of responsibilities

  • Demonstrated competence in collaboration with and leadership of staff members
  • Experience with Excel, Access, and/or other statistical software packages

RESPONSIBILITIES:


Providing leadership and oversight of component school districts in the implementation of policies and procedures related to data privacy and security. Providing leadership and assistance to school districts under the jurisdiction of BOCES in the organization, analysis and evaluation of districts' compliance with Education Law 2-D, and the Parents Bill of Rights. Evaluates the school districts needs in terms of data privacy and security and provides technical assistance to staff in the implementation of policies and procedures. Related work as required.

Responsibilities (the following are illustrative only and not limiting or all inclusive)

  • Facilitate the development and implementation of the districts' Parents Bill of Rights and Data Security and Privacy Policies involving key district stakeholders.
  • Serve as the primary point of contact for data security and privacy.
  • Develop and implement Complaint Procedure for Parents and Eligible Students.
  • Investigate all data breach complaints. Make recommendations for resolution.
  • Prepare annual report for the Board of Education, will present at the district's request.
  • Review technology projects, contracts and procurement for compliance.
  • Educate district and employees on compliance requirements.
  • Establish policies and procedures for vendor relationships, i.e. contracts, purchasing, etc.
  • Monitor the district's compliance with state and federal data privacy laws and regulations.
  • Deliver annual training on data privacy and security awareness.
  • Oversee the district's data protection strategies.
  • Collaborate with internal stakeholders (IT, Information security, internal audit, school attorneys, etc.) to effectively fulfill this role.
  • Monitor changes to Education Law 2-D and make recommendations to the District Superintendent when appropriate.
  • Coordinate and conduct data privacy audits
    • Review of office procedures and practices
    • Identification of PII practices
    • Development of corrective action plan for improper use of PII
  • Collaborate with district IT staff to raise employee awareness of data privacy and security issues, and provide training and support as needed.
  • Attend DPO training and other applicable trainings.
  • Responsible for the implementation of policies and procedures.
  • Serve as the NERIC main point of contact for the district and will receive and disseminate to appropriate district staff all correspondence and communications related to data privacy and security.
  • Perform other tasks as assigned by the Assistant Director for Instructional Technology, the Executive Director for Educational and Support Programs, the Deputy District Superintendent, and the District Superintendent.

Full performance, knowledge, skills, abilities and personal characteristics

Thorough knowledge of educational structures and processes; knowledge of school district staff needs and responsibilities; knowledge of educational theories and trends; knowledge of NYS Education Law; ability to maintain effective working relationships with groups and individuals; ability to read and to comprehend complex oral and written material; ability to clearly and concisely express ideas orally and in writing, including technology based communications; tact; resourcefulness.
