The Articles of Confederation was the first attempt by the newly formed country of the U.S. to govern themselves. The states still maintained much authority. The Continental Congress adopted the Articles of Confederation on November 15, 1777.
The Articles of Confederation was not ratified by all 13 states until March 1, 1781
It created a loose national Government. Most power remained within the states.
