Choice Weekly Update

In order to receive a Choice Scholarship payment in the fall, a Choice Scholarship student must have an Enrollment and Mobility record for the 2019-2020 school year, be claimed on Period 1 Membership for Vouchers, and have an uploaded Endorsement Form during the fall upload window.
Enrollment and Mobility (EM)
EM entry and exit dates must be reported within five days of the students' entry or exit. The first EM file must be submitted within five days of the start date reported on your school calendar.
Membership for Vouchers (MV) - Period 1 Count Day is September 13
All Choice Scholarship students who are enrolled and expected in attendance on count day must be reported in MV. The submission period for this data collection begins on September 13 and ends on September 25. Please refer to the data layout resource that is posted in the Nonpublic School Community on Moodle for information and resources for this data collection.
Endorsement Forms
Endorsement Forms are available to download for all students with approved Choice Scholarship applications when the application is submitted and remain available until October 16. The signed form must be uploaded in the STN Application Center between September 26 and October 16. A payment will not be made for any student who does not have a signed Endorsement Form uploaded by the deadline.
Endorsement Forms are only uploaded once per school year for a student who remains at the same Choice school for both the fall and spring semesters. Failure to upload an Endorsement Form may result missing a student’s payment for the full 2019-2020 school year.
Choice Student Applications
The window to submit student applications in period one closes September 1. Note that this is the Sunday before Labor Day. All requests regarding student Choice applications must be received prior to the deadline in order to be considered. There are no extensions.
Please review all submitted data for accuracy. The Choice School Scholarship Report in the STN Application Center can be used to review the list of students and data that has been submitted. Any changes must be submitted before the application closes on September 1.
If the Choice application is unable to automatically verify a student's eligibility for special education services, you will receive the message, "SE Record not Found." When you submit the application, the status will show as pending. Please notify ChoiceSchool@doe.in.gov when this occurs. A specialist in special education will review the information to confirm the student's eligibility for special education services.
The application must be submitted and show as "pending" on or before September 1 to be eligible for approval in period 1.
All Choice students who qualify for special education services must have a special education service provider form in their file. This form must be signed by the parent/guardian and must indicate who the parent/guardian is selecting as the special education service provider.
Please take time to review the Choice Scholarship Special Education Report (CS SE Report) under the data verification tab in the STN Application Center. This report lists the special education provider that has been selected for eligible Choice students. Any corrections must be made before the September 1 student application deadline.

Locating Layouts Specific to Nonpublic Schools
In the Data Reporting folder in the Nonpublic School Community on Moodle, the data layouts grid has links to the layouts, templates, and additional information. To utilize the data reporting templates, you must first download the template to your local computer. Once it has been downloaded, the template is editable.
DOE MV (Membership for Vouchers) count day is Friday, September 13.
All students with approved Choice applications must be included in MV and have a signed endorsement form uploaded in the STN Application Center by the posted deadline to be eligible for a Choice Scholarship payment.
Reports Currently Open
- DOE GR 2019 (Graduate) - closes October 4
- DOE DT (Dual Credit) - closes September 23
- DOE EM (Enrollment and Mobility) 2020 - Review data submitted for accuracy prior to MV count day. Be sure to exit students who were expected to be in attendance for the 2019-2020 school year, but are not attending. Follow the prescribed exit procedures found in the DOE EM Appendix A documentation.
Online Testing Guidance Documentation Changes
- 2020 TA (Testing Accommodations) layout - There are additional accommodations and changes. Please take the time to thoroughly read this document taking note of changes. TA reporting for the 2019-2020 school year opens September 16.
- 2020 TL (Testing Labels) - Note that the TL guidance is related ONLY to the reporting of WIDA assessment data. All students participating in the 2020 WIDA assessment are to be reported.

Schools will receive 2018-2019 A-F grades calculated in the same way as they have been for the last three cycles.
