Our Path Note Topic
The annual approval of the WASD preliminary budget on Tuesday, April 27, meets the timeline requirements by the Commonwealth of Pennsylvania. This preliminary budget includes no tax increase. The preliminary budget does not obligate the district to a specific final budget approval amount or tax rate. The preliminary budget will be on display for a minimum of 30 days before the Board can take action on the final budget.
The Board approved the 2021-22 Preliminary budget with revenues at $64,478,395 and expenditures equal to $65,516,599. The preliminary budget has a deficit of $1,038,204. The proposed budget uses $2,071,259 of ESSER II funding.
ESSER is the acronym for Elementary and Secondary School Emergency Relief Act. This is Federal stimulus dollars funded by the American Rescue Plan that represents one-time money passed through the Commonwealth of Pennsylvania. These funds are non-recurring and can only be utilized for expenditures approved under the Relief Act.
On Tuesday, the Board voted for a budget with a deficit of over $1 million. This current school year saw an increase of cyber charter students, pension costs, and other personnel costs drive the deficit higher. Cyber charter students increased over 100 students this year. It is very reflective of the entire state of PA. Those additional 100 raised WASD's cyber charter costs to well over $3 million dollars per year. This year's cost rose $1 million alone.
The Board and administration will explore cost savings and other means to close the gap, but realizing this district is already in the bottom 1% of school districts that spend the least in PA.

Piece of the Puzzle
Please congratulate Dr. Alli Beaudry as this week's Piece of the Puzzle. Alli serves as our WASD Literacy Coach and Title I Coordinator. She is a valuable resource to principals and teachers and has successfully managed the tedious work of Title I funding. In addition, this past school year she was tasked with the additional responsibility of serving as the 5th grade hybrid ELA teacher for Summitview, Hooverville, and Mowrey learners.
Alli has tackled these new responsibilities with a creative approach and expanded her knowledge of technology integration to give our learners the very best. Most recently she did an outstanding job at moderating the two Mark Perna sessions for the Title I parent engagement night. Regardless of the assignment, Dr. Beaudry is proactive, detail oriented, and a real team player. Thank you Alli for all your contributions to teachers, learners, and families in the Waynesboro community.

The average PA school district spends $16, 286 (18/19) per student. The WASD spends $12,324. WASD is sixth from the bottom ...494th out of 500 (18/19 most recent data released from PDE). If we spent the amount of the average per student cost of PA school districts, it would increase our budget by $17,923,000 to about an $83 million dollar budget.

WellSpan and Healthy Franklin County Opportunities
The 17th Annual Wellness Conference is coming on Friday, May 7th 2021! This year we are 100% virtual and as always it is 100% free!
As always, we are offering several trainings throughout the day as well as our classes. While we are finalizing our overall registration, we wanted to make you aware of how to register for trainings!
Reminder: trainings will overlap with classes, please only pick one thing to attend.
Here’s the general schedule for the day for classes:

QPR (Question, Persuade, Refer)
Time: 10:30am-12:00pm
Details: Learn 3 simple steps to help someone who may be thinking about suicide. Suicide is one of the leading causes of death nationwide and QPR can be learned in as little as one and a half hours. It is a valuable and lifesaving tool for everyone to have. By learning these three simple steps, you can help save the lives of your family, friends, colleagues, and neighbors. (see attached flyer)

Working Minds
Time: 12:30pm-2:00pm
Details: Working Minds trains organizations to proactively address the early warning signs of suicide in the workplace. Just as organizations have realized they can help reduce heart disease by encouraging exercise, they can also reduce suicide by promoting mental health and encouraging early identification and intervention. This training gives participants the skills and tools to appreciate the critical need for suicide prevention while creating a forum for dialogue and critical thinking about workplace mental health challenges, and by promoting help-seeking and help-giving. Mental Health month celebratory events in May including our Wellness Conference and Art Show!

Every Tuesday from 6pm-8pm: Open Support Group
Location: MHA offices, 478 Grant Street, Chambersburg PA 17201
Who can attend: all adults, no registration, just walk in and sit down
What if I can’t stay the whole time?: We are happy to have you join us for whatever time you are available
In person? What about Covid?: MHA adheres to all CDC guidelines regarding COVID safety. All visitors are required to fill out a questionnaire, have a temperature check, and wear a mask.
