Property Redevelopment Update
Mr. Scott Sheldon from Terra Realty presented an update on the status of the Firehouse, Metzler A and Metzler C property redevelopment.
FIREHOUSE PROPERTY: In regard to the Firehouse property, Mr. Sheldon recommended that CSD continue with the current lease with Red Dog Shred and revisit the property in 2022 when market conditions may change demand.
METZLER A: At the March 18, 2021 Board meeting, the Governing Board unanimously approved a 99-year joint lease agreement contract with Silverado Memory Care for development of Metzler "A" property. The recommendation was made to lease the land to medical/senior projects or for multifamily development. Silverado Memory Care responded to the request for proposal and was determined to be the suitable partner for Cambrian School District. The district is not selling the land, but leasing the district property located at 1975 Cambrianna Drive. In addition to constructing their Silverado Memory Care they will also fund the construction of a community garden that our students and community will be able to utilize together.
The joint lease agreement presented outlines the project scope and economics. The benefit to the district is substantial in that it provides ongoing annual unrestricted revenue with the lease agreement, the district retains the property and Silverado Memory Care provides a resource for our local community.
The revenue from the Metzler A ground lease will bring in approximately $225,000 a year to CSD for a 99-year lease.
METZLER C: In June of 2020, Cambrian considered three proposals for Metzler C and the Governing Board approved Robson Homes’ letter of intent. Metzler C entered into an exchange agreement, approved by the Board of Trustees, in October of 2020. The City of San Jose approved the General Plan Amendment in February, 2021, and in April, 2021, Robson Homes submitted project plans to the City. March of 2022 is the tentative date for the San Jose City Council to hold a hearing on the project and tentative map. The projected close of escrow is in June of 2022, and the exchange value is projected to be approximately $10,350,000.

Measure R: Facility Projects Prioritization (Phase II)
Mr. Rick Kramer from RGMKramer and Mark Finey from SFA have worked with District staff to perform a review of the Facilities Master Plan and Measure I project list to provide an updated Needs Assessment and recommended projects list for Phase 1 of the Measure R Bond Program. As a follow up to previous Measure R discussions the Board requested information as it relates to the portables on our school sites. Mr. Kramer and Mr. Finey presented the information to the board and possible ideas moving forward. The presentation includes draft ideas that are under consideration and no action was taken by the board. The board reviewed, asked clarifying questions and will continue the Phase II and III discussions at the first board meeting in June.
Cambrian School District Professional Governance Standards for the Board of Trustees
The Governing Board voted to adopt the California School Board Association’s Professional Governance Standards for the CSD Board of Trustees. On April 20, 2021, the Board of Trustees and Dr. Andrews reviewed and discussed the matters that pertain to their roles and responsibilities in the District and also had an opportunity to discuss current Board Protocols and future Board Protocols.
The Governance team had an opportunity to review the Professional Governance Standards for Cambrian Board of Trustees. The Board of Trustees will continue to follow the California School Board Association's Professional Governance Standards which contain three vital components for effective school governance:
1) the attributes of an effective individual trustee;
2) the attributes of an effective governing board; and
3) the specific jobs the board performs in its governance rol
Budget: Fiscal Stability Plan; Certificated Management, Classified Management and Classified Supervisory Reduction of Services
On May 7, 2020, the Governing Board approved the reduction of services for all certificated/classified management and classified supervisory starting in the 2021-22 school year. At last evening’s meeting the Governing Board voted to postpone this reduction of services of 3 work days for certificated/classified management and classified supervisory until 2022-23 school year. Measure R Bond Facilities: Award Contract for Gas Pipeline Replacement at Price Middle School
As per the approved Measure R Phase 1 projects approved by the Board on February 22, 2021, District staff moved forward with obtaining bids from various vendors to replace the aging natural gas pipelines at Price Middle School. Three bids were submitted to the Governing Board for consideration. The Governing Board voted and unanimously approved the award to the gas piping replacement contract for work at Price Middle School to MBS Engineering, based on their low bid in the amount of $277,177. Personnel: Declaration of Need for Fully Qualified Educators
Assistant Superintendent of Personnel Services, Ms. Kristi Schwiebert presented the Declaration of Need for Fully Qualified Educators. The commission on Teacher Credentialing Policy and Title 5 regulations require approval of the Declaration of Need for Fully Qualified Educators in the event there is a need to issue an emergency teaching permit.
