Appeals Committee, I am requesting a meeting at your earliest convenience regarding fines accruing due to "a light dangling over the river" (as determined by River Bend) .

I don't float it on the water.
When in use I suspend it (from a tree) over my dock for light to bait hooks while fishing at night.
