-The Lame Duck period was becoming a problem, it needed to be shortened. It became apparent in the case Marbury v. Madison

-Making alcohol illegal made US more dangerous than before when it was legalized.

-Roosevelt won a third term but Congress wanted to make sure that Washington's two term preference became law.

-Established a two term limit for the president.

-The residents of D.C. had to do everything the states did, but they weren't allowed to vote.

-They didn't want black to vote so they issued the poll tax, then it got out of hand.
