Happy Spring 2024 Child Care Providers!
Please somebody do a sun dance!!! This is our Spring newsletter and I just heard we will have snow down to sea level tonight. Now, I like snow but also I’m ready for some long warm days. How are the littles in your program doing? I hope they’re able to get outside and get their wiggles out.
As we make the best of the last of winter days, we do have something to look forward to, our second annual conference. If you were at our conference last year, you will want to come again. And if you were not able to make it last year, don’t miss out this year! The Empowering Early Childhood Professionals Conference: Growing Early Learning Environments That Support All Children is coming June 8th and will be at Clackamas ESD. This conference is intended to help educators and leaders with your program environments and curriculum. Whether you use curriculum in a box or create your own plans, we have something for you. Also, it’s a great time to be with your colleagues.

Resource Library
With this year’s theme for the EECP conference being “Growing Early Learning Environments that Support All Children”, we wanted to highlight some resources from our resource library that can help with this!
Would you like to learn more about nature-based learning or how to become an anti-bias classroom? We have a collection of curriculum books to help guide you as you create the best learning environment for the children you serve!
We also want to highlight the books we have available in other languages! Books in a supportive learning environment should reflect the languages spoken in the classroom! What better bonding moment for kids than to know that classics like The Very Hungry Caterpillar can be enjoyed in multiple languages! Note: we currently only have books available in Spanish.

Community Partner Spotlight!
The Migrant Education Program (MEP) helps children and young adults overcome the challenges that arise from frequent moves their families make to follow work in agriculture so students can be successful academically, graduate from high school and go on to college or employment after graduation.
MEP offers migrant students pre-K through age 21 access to year-round educational experiences and support at every level of need, including:
- Supplemental after-school program
- Summer school
- Preschool program
- Academic support in reading and math
- Graduation support
- Free breakfast and lunch
MEP offers families wrap-around services, including:
- Document translation
- Interpretation for school conferences
- Help finding basic needs like food and clothing
- Support accessing dental care
- Extended daycare
- 24-hour accident insurance for students

Focus on the Pyramid Model
In the first five years of life, experiences and relationships stimulate children’s development, creating millions of connections in their brains. Their brains develop connections faster in the first five years than at any other time in their lives. Our hope is that these newsletters will give you tools to help support your child's social and emotional development and prepare your child to enter preschool and Kindergarten ready to learn!
The Pyramid Model is a framework for supporting the social and emotional development of our children. The goal of the Pyramid Model is to create an environment where every child feels good about coming to school. We do this by designing classrooms that promote a child's interest in learning and by building positive relationships among children, families, and staff.

Helping Your Child to Understand and Label Emotions
You can help your child expand her emotional vocabulary by teaching her words for different feelings. Once she knows and understands these words you can help her to label her feelings and the feelings of others. For example, do you remember a time when your child had a meltdown at the grocery store or another public place? Perhaps you tried soothing your child by telling her to “calm down” and felt confused and unsure of what to do next when she continued the tantrum. Next time you can better help your child understand and deal with the emotions she is feeling by saying, “You look sad and disappointed. Sometimes I feel that way too. I wonder what we can do to feel better?” Teaching your child about her emotions can be a fun and rewarding experience and prevent challenging behavior from happening.
Try this at home:
State how your child is feeling. “You look excited! I see your eyes are big and your mouth is open.” „
State how others are feeling, “Wow, that little boy is really mad. I see he is crying and making fists with his hands. I wonder why?” „
State how you are feeling. “I am frustrated that the lawn mower is broken. I think I’m going to take a break and come up with some solutions to this problem.” „
Use books as teaching tools. There is a huge selection of children’s books that focus on emotional literacy.
Inclusive Partners Tip of the Month
Did you know….
You cannot charge families higher rates for childcare even if their child needs individualized supports?
The Americans with Disabilities Act (ADA) is a federal civil rights law stating that people with disabilities are entitled to equal rights in employment, public services, and access to public accommodations. Public services include childcare in homes, centers, after school programs, and everywhere childcare is provided.
Childcare providers cannot discriminate by charging more to one family than to another for the same spot in a program. Inclusive Partners may be able to help providers get more funding for children with higher needs without charging more to the family! If the child’s family receives a state funded subsidy for childcare (ODHS), Inclusive Partners may be able to help get a higher rate paid. If the family is not eligible for a subsidy, Inclusive Partners can still help through training and consultation so that providers can support those children who might need it.

Participants will critically examine the book, The Power of Showing Up by Dr. Tina Payne Bryson and Dr. Daniel Siegel, to analyze the different attachment styles and implications for a child's need for secure attachments. Participants will investigate the 4 domains of creating a secure attachment and construct ways of showing up for the children they care for.
Participants will need to purchase the book for this class: Barnes & Noble $18 (price may be subject to change). This is a 4 part series and participants will need to attend all classes for ORO credit.

Getting Started: Becoming a Provider
There are two paths to becoming a child care provider: becoming a Licensed Child Care Provider or become a Listed Child Care Provider with DHS. Read below to learn the benefits of each type of provider and what trainings each type of provider needs to complete.
Become a Licensed Child Care Provider
As a licensed Family Licensed Child Care Provider, you can care for up to 10 children at one time. To become a licensed provider through Office of Child Care (OCC), you will need to attend a free, two part Introduction to Registered Family Child Care. Part 1 can be found online at Educadium. See dates below for Part 2. You will also need to complete the required Health and Safety Schedule listed below before applying (we offer two kinds of CPR, but you only need to take one).

Become a Listed Child Care Provider with ODHS
As a Regulated Subsidy DHS Listed Provider, you can care for up to 3 children at one time. Being “listed” through Department of Human Services (DHS) means that you are approved to receive subsidy payment for child care of approved families. To become listed through DHS, you will need to attend a free, two part ODHS Child Care Provider Orientation. Part 1 can be found online at Educadium. See dates below for Part 2. Providers must be active and have received a letter telling them they need to take the ODHS Child Care Provider Orientation, which we offer once per month. https://www.oregon.gov/DHS/ASSISTANCE/CHILD-CARE/Pages/Provider-Listing.aspx

Health and Safety Schedule
Four trainings need to be taken before turning in Child Care Listing Form to ODHS.
- Introduction to Child Care Health & Safety: available on demand, free
- Foundations for Learning: available on demand, free
- Safe Sleep Packet: available on demand, free
- Recognizing & Reporting Child Abuse & Neglect: available on demand, free
- Food Handler Packet: available on demand, free. The Food Handler test can be taken online.
- CPR and First Aid Certification* Adult, Infant, and Child, $65. Upcoming classes:
- In-person CPR and First Aid Certification*
- Blended CPR and First Aid Certification* (First Aid online, CPR in person)
*The CPR and First Aid class is required for child care licensing and must be renewed every two years. Licensed family child care providers (only the person named on the license) renewing their license can take this training at no cost by emailing ccrr@clackesd.org or calling 503-675-4100 to register. If you registered before contacting us and paid, no refund will be issued. All others must register online at pdnetworks.soesd.12.or.us . Provider applying to be license exempt take the Health & Safety set before the CCR&R training.

The purpose of these sessions is to build on previous knowledge by having professionals use what they have already learned and experienced to think in depth and to learn more. Session are developed assuming that participants already have basic knowledge of the subject in order to participate at this intermediate level of complexity.
- Set Three training presents advanced knowledge. The purpose of these sessions is to provide in-depth study of the session topic. Sessions provide opportunities for analysis, comparison, critical examination, evaluation, research, and/or practical study. Set Three participants are expected to already have significant and/or intermediate knowledge of and professional experience in the session topic.
