In 2004 the term "Designer Babies" made the transition from Sci-fi movies and weblogs to the Oxford English Dictionary, where it is defined as "a baby whose genetic makeup has been artificially selected by genetic engineering combined with invitro fertilization to ensure the presence of absent of particular genes or characteristics.

Some people are the doctors at Virginia fertility clinic and Jessica's parents as well as some scientist
FIRST EXPERIMENTS
Jessica was born after a genetic pre-screening because they were worried about how she would turn out since they had chose the traits she would have. They were scared that she would have genetic disabilities along with deformation.
Technoloy
TYPES
1st type: is choosing the sperm that will fertilize the egg.
2nd type: P.G.D (Preimplantation Genetic Diagnosis) this is basically a screening test that is used to determined if genetic or chromosomal disorders are present tin embryos produced through in vitro fertilization.
BENEFITS
It can prevent diseases like cancer and heart diseases and have genetic enhancement. it can prevent it by having more powerful chromosomes.
RISKS
Although it can be good it can have a very bad outcome. Some things that can happen are genetic mutations. And some genes can break and have some mutated babies.

It doesn't let them do it because it can cause multiple genetic mutations.
WHY
Because it causes multiple genetic problems that can hurt the fetus.
