Residents of the western section of the city and El Paso county can receive assistance from this center and food bank.
The Salvation Army offers assistance to residents of El Paso who are dealing with a crisis. Some of the programs include clothing, free food, utilities, Christmas assistance and funds for various other emergency needs, including rent. The organization will satisfy over 36,000 of these emergency needs each year. This include thousands of meals and food items provided to senior citizens, children, and the homeless. This is offered out of a couple different locations.

Utility Assistance. Apply for LEAP first, then COPE.
To apply for LEAP, an application can be submitted several ways beginning November 1, 2022:
- Online through the Colorado PEAK website starting November 1, 2022.
- Download an application and drop off at local DHS office, or mail/email to your the county/contractor to process. Please call 1-866-HEAT-HELP (1-866-432-8435) for contact information or click here to find your county's mailing address.
- To request a paper application mailed to you address call 1-866-HEAT-HELP (1-866-432-8435)
- If you are having a heating emergency please call 1-866-HEAT-HELP (1-866-432-8435) to apply over the phone.
TO BE ELIGIBLE FOR COPE:
- Be a Colorado Springs Utilities customer.
- Have a past due balance.
- Experience an emergency situation.
- Between Nov. 1 and April 30, all eligible customers must apply for Low-income Energy Assistance Program (LEAP) assistance. If you qualify for LEAP assistance, you must be approved before requesting additional assistance from Project COPE. If LEAP assistance is no longer available, or you do not qualify for LEAP, you may apply for Project COPE assistance.
- Meet with one of our partner agencies.
Eligible customers may receive Project COPE once every 12 months. For a referral to a Project COPE agency, call Pikes Peak United Way 2-1-1.
