Welcome New Team Members
There have been some changes to our team. On Monday, January 23rd, we joined the Teaching and Learning Service Area. Abby Hobart will now be supporting additional programs. We still function as the Office of Federal Programs, however some staff shifts have occurred.

- The CROSSACT will be completed in partnership with Region 10 - specific directions were emailed to you in early January.

Release of 2022-2025 School Safety Standards Formula Grant
2022-2025 School Safety Standards Formula Grant
The purpose of the 2022-2025 School Safety Standards Formula Grant is to assist LEAs in meeting then new school safety standards and to include other security related costs like metal detectors, cameras, and monitoring tools such as those allowed under the school safety allotment, the SB500 school safety and security grant, and the silent panic alert technology grant.
The purpose of these funds are to first allow LEAs to implement the new safety standards applicable to Chapter 61, Sub-chapter CC, 61.1031 of Commissioner's Rules.

Errata #1 Notice: 2022-2025 School Safety and Security Formula Grant Program
TEA has issued an errata for the 2022-2025 School Safety and Security Formula Grant, the errata highlights the following changes and additions:
- Pre-award date changed to June 1, 2022, to stamp-in date (was previously October 27, 2022).
- Clarified what is meant by expend "all" of your 2019-2021 School Safety and Security Grant funds.
- Added vestibules as an allowable activity under Other Allowable Items (after minimal compliance with School Safety Standards Rule has been met).
NEW Title IV Reporting Requirement
Federal Fiscal Year 2022 Title IV, Part A LEA Special Data Collection for Public Reporting – Program Objectives and Intended Outcomes
As per the Elementary and Secondary Education Act (ESEA), as amended by the Every Student Succeeds Act (ESSA), Title IV, Part A, Subpart 1, sections 4104(a)(2) and 4106(e)(1)(E), TEA is required to collect and publicly report how all LEA Title IV, Part A, Subpart 1 funds are being expended per content areas by Federal Fiscal Year (FFY) and the degree to which progress has been made toward meeting program objectives and intended outcomes.
All LEAs that applied for Title IV, Part A, Subpart 1 program funds in 2022-2023 are required to report the information requested. TEA will take a phased-in approach to launch the Title IV, Part A Special Data Collection. During the first phase of the collection, LEAs will provide Title IV, Part A Program Objectives and Intended Outcomes for the 2022-2023 school year.
The Federal Program Compliance Division will collect the requested information using the Smartsheet WorkApp system. The report will open in the WorkApp on January 17, 2023. The deadline for LEA data submission will be March 17, 2023.
Title IV, Part A Program Objectives and Intended Outcomes Q&A Sessions
The TEA Q&A sessions will be an open forum for participants to submit questions limited to the TIVA LEA Special Data Collection Smartsheet WorkApp, initial data reporting phase, submission requirements, and resources. The Q&A sessions will not be recorded.

TEA Federal Report Card Dissemination by March 2, 2023
Federal Report Card
The Elementary and Secondary Education Act (ESEA), as amended by the Every Student Succeeds Act (ESSA), requires each State education agency to prepare and publish an annual report card with state-, local education agency (LEA)- and campus-level data. The Federal Report Card data for 2021-2022 are now available.
Dissemination Requirement
Each LEA that receives Title I, Part A funding is responsible for disseminating the state-, LEA- and campus-level report cards to 1) all LEA campuses, 2) parents of all enrolled students, and 3) the general public via widely available public means, such as posting on the Internet, distribution to the media, or distribution through public agencies.
At a minimum, the LEA must—
- Post direct links to the State, LEA, and campus report cards on its web site;
- Notify parents of all students about the availability of the report cards and the options for obtaining them;
- Provide appropriate translation (either oral or written) upon request;
- Make hard copies available to parents upon request; and
- Make hard copies available for viewing in public locations.
Sample parent notification letters in English and Spanish that LEAs may customize are available on the TEA Federal Report Card Web Page. TEA strongly encourages LEAs to translate the sample letter in a language and format that all parents can understand.
LEAs are not required to use the sample parent notification letters, but they must make the federal report card information readily accessible to the public, and LEAs must notify parents of the availability of the federal report card information no later than Thursday, March 2, 2023.

School Safety and Security
State's School Safety/Mental Health Training Requirements
Visit the state’s school safety/mental health state training requirements that include the TEC code, TASB policy, and many other items a district needs to be aware of under our District Resources page.
Title IV, Part A Federal funds cannot be used to meet state or local safety and mental health requirements. LEAs and ESCs can use this chart to help with Title IV, Part A use of funds questions.
Below are links to several state and local required activities that overlap with Title IV, Part A Federal Programs. The LEA would have to meet these requirements before using Title IV, Part A funds to supplement additional needs.
Active Shooter Tabletop Exercise Development Training
Registration is open for the upcoming Active Shooter Tabletop Exercise Development Training to be held at Region 10, 400 E Spring Valley Rd, Richardson, TX 75081 on Tuesday, February 14, 2023, from 8:00am to 4:00pm. You must register for this training via the Texas A & M Extension Services website and complete the prerequisite course prior to the day of training.

REMINDERS:
ESSER I grant ended on September 30, 2022.
ESSER I funds must have been obligated by 9/30/2022 (per 34 CFR 76.707).
ESSER I liquidation period has been extended until you file your Final and/or Revised Expenditure Report on 1/2/2023. ESSER I SSA Members - Date for Final/Revised Expenditure Report is Oct. 7, 2022.
- TEA release information regarding a liquidation extension. This extension will only be applicable due to supply chain issues, not to obligate the funds.
ESSER II, III, & SUPP

- ESSER SUPP ends on August 31, 2023
- ESSER III ends September 30, 2024

The purpose of this professional development session was to learn how to access the Class Wallet platform and receive your equitable services. Participant Support Costs for Private Schools
The ESSA statute allows for private non-profit staff to participate in allowable professional development activities. The direct cost of registration and travel to conferences meets the EDGAR definition of ‘participant support cost.’
If you are providing equitable services to private schools and they request to participate in professional development activities, the district must complete the Participant Support Costs form to document the expense of federal grant funds on participant support costs to private schools.
This documentation must be available to auditors, upon request.
The Participant Support Costs form is now located in Smartsheetsin EDGAR 2.0 forms

- Conduct Parent-Teacher Conferences where school-parent compacts are discussed (required at the elementary level.) ESSA Section 1116 (d)(2)(A)
- Convene and document the Title I, Part A Annual Parent Meetings for each Title I, Part A Campus. ESSA Section 1116 (c)(1): explain the program requirements, inform parents of their right to be involved, and explain the Reservation of Funds for parental engagement and the parents’ role in deciding the use of the funds (for schools receiving $500,000 or more Title I, Part A funds.)
- Provide communications about the Title I, Part A program in a format, and the extent practicable, in a language parents understand. (Provide information to parents in a format and language they understand is practiced throughout the school year.) ESSA Sections 1112 (e)(4) and 1116 (b)(1) & (e)(5)
