A Message from Superintendent Colleen Burns Jermain, Ed.D.
Dear Newport Parents, Families, and Staff:
We are less than two weeks away from the November 8th election and a very important education question regarding school regionalization ballot question # 5 is before the voters. If approved, this is an additional $46 million dollars for Newport to apply to our bond and hopefully reallocate those funds that were scheduled for bond payment and apply that windfall to programs for our students and school facilities and/ or to create an endowment for predictable school budgets. The implications of financial changes for increased reimbursements for reducing expenses for future projects and expenses is a fact for Newport. This passage will also allow Middletown to build new facilities and receive substantial reimbursements. All three ballots must pass- two in Middletown, one in Newport for regionalization to occur.
If regionalization passes, it is my understanding that immediately following the passage the transition team will begin to be organized and decisions and planning will then be made through the lens of regionalization. A fact that has not been mentioned much throughout discussions. It is no longer us and them- it is now "we". If regionalization is approved it will not be a flip of a switch. It will take time to build trust, learn about each other, and listen to what the communities, parents, teachers and staff want for the future school district. Regionalization planning will begin as candidates for the regional school board start to emerge. In the two school districts, everyone by default will most likely remain in their present facilities because there is nowhere else for them to go until new facilities are built as well as time to plan and map out the new regionalized district. Just as the RHS students and staff will remain in their buildings until the new one is built, Middletown will go through this same process. The difference- a new lens will be used under regionalization as to how these buildings will take shape. This will take time, and people that are committed to the transition process and want to roll up their sleeves to build a great regionalized school district. The ballot language is about enabling the districts to do their work to build facilities -how that happens will be up to all of us. To be prepared if regionalization does pass the superintendents, as mentioned last week, have put together a list of ideas. You can see it again here.
Tomorrow, Thursday, October 27th from 5:30- 7:30pm at the Oliphant School (26 Oliphant Lane, Middletown), the Newport and Middletown School Committees will be hosting a special joint panel meeting on regionalization. This will be a panel including me, Superintendent Kraeger, and our Committee Chairs and Vice Chairs to share information and answer any and all questions people may have. REPORT Cards Are Coming and Would you like Paper?
The end of our first academic quarter is fast approaching on November 14th, and report cards will be issued as follows:
Rogers report cards - week of November 21
Thompson report cards - week of November 21
Pell report cards - November 28
Speaking of report cards, we want to ask how you, as a parent/guardian, would prefer to receive your child’s report card? There was a time when report cards were sent home with each student, and parents had to sign their child’s report card and return it to the school. Currently, report cards are available through our Aspen Parent Portal and are mailed home upon parent request.

Fill Out Impact Aid Surveys! We Need 100% Participation for additional Revenue!
We need your help! Please keep an eye out for Impact Aid survey forms coming home with your student(s) from school. Submit one completed survey for each of your students to help us apply for much needed Federal Impact Aid funding. YES- We need one for each student in the household!!
Every year, Newport Public Schools applies for aid to make up for taxes lost on children whose parents are in the military, employed on a federal property and/or live on a federal property, or civilians employed on federal property. We do this through a federal program established in the 1950’s called the Federal Impact Aid program. The district must participate in the survey each year and provide information to the federal government in the form of a grant application. Your individual family information is kept confidential.
The revenue received directly supports the high-quality education provided to all of our students. To maximize funding, we are striving for a 100% return rate of surveys.
The more families who fill out an Impact Aid survey, the more federal aid Newport Public Schools receive! So please fill out and return Impact Aid surveys! Forms are DUE no later than November 10, 2022.

November 2nd College Fair, Finding Scholarship Opportunities & Help Filling Out FAFSA Forms
It’s college application season, and Newport Public Schools is giving our students and families the tools to navigate this exciting, but also stressful time.
On November 2nd, from 5:30-7:00pm Tiverton High School will be hosting a College & Career Fair with representatives from over 50 colleges, universities, and career schools. The fair is open to all Rhode Island students, so take advantage of this great opportunity to explore college and career options.
We all know that college can be expensive, and that’s why Rogers High School’s guidance department is available to help our students and families identify and apply for scholarships, grants, and federal financial aid. Did you know that every year our students are awarded hundreds of thousands of dollars worth of scholarships?
The most important first step is making an appointment with Carlee Kerr, Rogers’ College & Career Advisor (401.847.6235, collegeadvisor@npsri.net).
Another important source of college financial aid is filling out the Free Application for Federal Student Aid (FAFSA). This can be an intimidating process. Fortunately, the Rhode Island Student Loan Authority’s College Planning Center offers free FAFSA completion sessions. Click here to make an appointment!

Newport Public Education Foundation Honors Marcin Rembisz With Unsung Hero Award and Carla Jewell as Newport’s Teacher of the Year!
If you’ve ever been to an event at one of our schools, you’ve probably seen a kind man taking photos of the learning and fun. That’s our own Communications Coordinator Marcin Rembisz who is always doing things, big and small, to support the success of our schools, students, teachers, and staff. Marcin not only does an outstanding job in his role in Teaching and Learning for NPS, he also spends his free time supporting numerous community partners and student based events throughout the year-winter, spring, summer and fall. The Newport Public Education Foundation recently honored Marcin with an Unsung Hero Award.
NPEF also honored our Teacher of the Year- Ms. Carla Jewell-”a jewel of a teacher” that goes above and beyond every day with her students and colleagues at Pell Elementary School.
Newport Public Schools is so lucky to have such great individuals like Marcin and Carla. They are who make the NPS team amazing and Newport Public Schools such a great place!
Congratulations to Marcin and Carla! Thank you for everything you do.
