New SPSA Template
Last month, the California Department of Ed released a new version of the SPSA template. Officially it is now called the School Plan for Student Achievement. The format and content loosely mirrors the LCAP to help districts better align the two plans. All schools identified for CSI and ATSI are required to use the new template. You can access the new template on the CDE page here.
On Monday March 4th we hosted a CSI/ATSI workshop where we discussed the new SPSA template and how to use it with School Site Councils. You can access the slides from that presentation on the SCCOE LCAP Resources Page or by clicking here.
Continuous Improvement Resources Webpage
The California Department of Education (CDE) Continuous Improvement Resources web page is a Level 1 (Support for All) resource provided to all local educational agencies (LEAs) and schools under California’s System of Support. The web page offers resources and tools to assist LEAs, schools, and stakeholders as they plan and implement continuous improvement efforts through their Local Control and Accountability Plan and school planning processes.

Resources include:
- Training modules on continuous improvement, planning and designing needs assessments, and root cause analysis, complete with:

CAST: Planning Your Pause Points
Do you have questions about the basic structure of the CAST and when best to pause your students if administering the CAST over multiple test sessions?
“Suggested Pausing Points for the CAST,” a flyer designed for test administrators, offers suggestions on the most logical points at which to pause testing so students can resume testing at a later time. In addition, this resource uses graphics to illustrate the structure of the CAST and includes information about the six test segments, such as the range of questions per segment.

New Video—CAST and the Next Generation Science Standards
The new video “California Science Test (CAST) and the Next Generation Science Standards” provides an overview of the CAST and describes how it aligns with the California Next Generation Science Standards. A useful resource for anyone interested in understanding the basics of the CAST, this video is especially helpful for teachers, parents/guardians, and students. It explains how the CAST is designed not only to measure student progress, but also to encourage and reinforce the innovative ways in which science is taught in classrooms throughout the state.
Please be sure to view this video, approximately six minutes in length, to learn about the CAST—its structure, the types of questions students can expect, and the new standards and how they are being built into the assessment.
Reminder: Science Reference Tools Available
The California Science Test (CAST) has two embedded universal tools available to all grade eight and high school students that may be used during testing: a periodic table and a reference sheet of formulas and constants. Students who are unable to access the online version of the periodic table and reference sheet during testing may use a printed version as a non-embedded designated support. If students use the printed version of these resources during testing, be sure to indicate the use of this non-embedded designated support in TOMS.
Teachers are encouraged to provide students with printable versions of the periodic table and reference sheets during regular class time to (1) signal to students that they do not need to memorize formulas or elements from the periodic table and (2) help students become familiar with these resources. Note, however, that these resources are not meant to guide instruction.
The printable PDF versions of the periodic table and the reference sheets of formulas and constants are located on the CAASPP Portal Test Administration—CAST web page, under “Science Reference Tools.” Braille versions are available.
Focus on Test Security: New STAIRS/Appeals Process
The online STAIRS/appeals process, available to CAASPP local educational agency (LEA) and site coordinators through the Test Operations Management System (TOMS), is the means for reporting and resolving test security incidents or other testing issues that interfere with the administration and completion of the summative assessments.
CAASPP coordinators report incidents/issues through the CAASPP STAIRS/Appeals web form, which is accessed in TOMS. If applicable, they resolve incidents by filing an appeal request in TOMS to reset, reopen, invalidate, restore, or grant a grace period extension to a student’s test. Because appeals are submitted during the STAIRS/appeals process, they can be tracked and accessed in TOMS, where LEAs can request STAIRS and appeals reports that show the status of STAIRS cases and appeal types.
Next Generation Science Standards: Three-Dimensional Learning Is a SNAP!
The Stanford NGSS Assessment Project (SNAP) has developed free resources to engage teachers, coaches, and administrators in professional learning on the development and use of assessments to support three-dimensional science learning! The resources include sample performance assessments for the Next Generation Science Standards (NGSS) and a toolkit for developing and using the performance assessments. Also included are free hybrid online courses created to be taken by groups of colleagues. The courses have been designed to guide collaborative learning activities that connect to NGSS assessment using the SNAP toolkit and sample assessments. California Spanish Assessment
Forty five LEAs have registered a total of 28,441 students for the new California Spanish Assessment (CSA), which becomes operational on April 1. We encourage LEAs to continue registering eligible students in TOMS. Find out all about the CSA on the CDE CSA web page and the CAASPP Portal CSA web page.
Reclassification Reminder
LCAP Addendum Update
- CARS (Consolidated Application) and LCAP Addendum document meet the federal requirements previously called the LEA Plan (CARS is the budget & the addendum is the plan)
- There will be data collection, assurances and application for funding in the CARS Spring collection
- The template is available on the CDE LCAP page
- All LEAs must submit a locally approved LCAP Addendum by June 30 to CDE (including each consortium member) through the portal which will be available starting in April/May
- Each program department will review and approve that section of the plan
- Approvable addendum documents will go to the SBE for approval
English Learner Roadmap Update
The EL Roadmap Guidance Document, in English and in Spanish, are now posted on the California Department of Education Web page at https://www.cde.ca.gov/sp/el/rm/rmpolicy.asp
The document can be downloaded in both English and Spanish at no cost. Printed publications are available from CDE Press for $20.00.
The California Practitioners’ Guide for Educating English Learners with Disabilities
The guide will be released in July 2019.
The guide will include:
• The guide addresses 14 required topics that are included in EC Section 56305
• Has five sections comprising nine chapters and an appendix
• Addresses requirements that are specific to students identified as both English learners and SWDs
• Provides guidance informing processes for pre-referral, referral, assessment, providing instruction, and reclassification
Equitable Services for Private Schools
The California Department of Education hosted a Private School Equitable Services Webinar on Wednesday, February 27, 2019. The Webinar focused on the federal requirements for eligibility, participation and private school consultation under Titles I, II, III, and IV under the Elementary and Secondary Education Act (ESEA) as amended by the Every Student Succeeds Act (ESSA).

ELPAC Electronic Reporting for 18-19 (Letter to the Field)

The California Department of Education (CDE) is continuing its preparations to launch electronic reporting, a new feature of the English Language Proficiency Assessments for California (ELPAC), for the 2018–19 administration. Electronic reporting means that Student Score Reports (SSRs) will be delivered electronically rather than the traditional means of shipping paper SSRs, provided by Educational Testing Service (ETS), to local educational agencies (LEAs). Electronic reporting will offer the following benefits for LEAs, parents/guardians, and students:
· LEAs will receive SSRs faster than they have in past years, allowing them to provide these reports to parents/guardians earlier.
· LEAs will be able to integrate the electronic SSRs into their student information system (SIS) or parent portal for easy distribution, eliminating the cost of staff time to package and mail SSRs as well as the cost of postage.
· Parents/guardians will be able to access the electronic SSRs by smartphone, tablet, or computer.
· Electronic SSRs will be available in Spanish, Chinese, Vietnamese, and Filipino as well as in English; there is the potential to add other languages in the future.
· Electronic SSRs will provide a future opportunity to deliver more dynamic and detailed report information to educators and parents/guardians about the student’s progress because electronic SSRs are not limited to just the front and back of one sheet of paper.
If an LEA needs additional time to implement electronic reporting, paper SSRs will be made available for 2019 reporting at a cost. It is anticipated that these SSRs will be printed and shipped in August 2019.

VERY Preliminary Allocations for Title I (2019-20)
These are VERY preliminary Title I district allocations. The statewide grant will be down about $25M in 2019-20.
District allocations are primarily based on US Census Bureau estimates of poverty and population; however, there is a significant amount of additional information not yet available that will absolutely change the dollar amounts shown in the attachment. ED has not yet updated special population counts such as foster counts, we don’t yet have a final federal grant amount, we don’t have a 2019 California Budget Act, and we don’t have data needed to update COE and charter allocations. Even so, I expect the updates to these district estimates to be well within 5% up or down from the amounts shown here. It’s fine to share this with districts, but please emphasize that amounts are preliminary. I think districts showing high increases/decreases are the ones that need to know that their site plans etc. may need to be examined and adjusted.
CDE Filter for Multilingual Program Search
The California Department of Education has added a filtering option to the Advanced Search in the School Directory for filtering on multilingual programs. You can now search for schools that offer a multilingual program!
This filter will assist parents, community members, and others to find where Multilingual programs exist. Please disseminate this information to parents, families and community.

CA Spanish Test Reminder
Testing begins April 1, 2019.
The California Spanish Assessment is offered to all students seeking a measure of their reading, writing mechanics, and listening skills in Spanish. Since it is a computer-based assessment, there are no additional costs that would be associated with a paper-pencil test. Therefore, the CDE has made available this test free of cost. Results can be used locally to provide information useful to evaluate and improve local Spanish instruction programs. The CDE encourages all local educational agencies with eligible students to participate in this new and exciting assessment.
