Greece and Rome

Roman Emperors
Some famous roman emperors were Caesar Augustus and Commodus. Caesar Augustus was a good emperor because he respected and shared power with the senate, and ordered a census to improve tax records. Commodus was a bad emperor because he was more concerned about partying than running the empire, and he planned to kill his friends but they killed him instead.
Governments
Most city-states were monarchies (ruled by a king). Other city-states were oligarchies (ruled by the powerful members of society). However, Athens had a form of government called democracy meaning rule of the people. In Athens, people voted for the laws that they wanted.
