See No Evil, Hear No Evil, Stop No Evil: Institutional-Level Tracking to Combat Mistreatment of Residents and Fellows
Published this month in the Journal of Graduate Medical Education. Authors: Taj Mustapha, MD; Yedam Ho, MA; John S. Andrews, MD; & Michael J. Cullen, PhD. This study examined data from the UMN Office of Graduate Medical Education.
This article and associated efforts to improve resident and fellow training in the clinical learning environment were featured in the MN Daily Newspaper.
Update to the Resident and Fellow Parental Leave Policy
The Graduate Medical Education Committee (GMEC) which has resident/fellow representation and oversees the quality & adherence to accreditation requirements of UMN residencies and fellowships approved the new Parental Leave Policy. This revised policy mirrors the broader University of Minnesota parental leave policy, which is gender neutral and inclusive of broader circumstances.
Here is an excerpt:
"Parental leave provided by this policy is available to a trainee on 50% appointment or greater and who is becoming a parent through birth, adoption, gestational surrogacy or to a trainee who is a gestational carrier. Upon request, eligible trainees may take up to six weeks paid parental leave."

Open Enrollment for Flexible Spending Accounts (FSA) administered through the Office of Human Resources.
Open enrollment for 2020 Flexible Spending Accounts (FSAs) is November 1 through November 30. You have the option of participating in two FSA options: the Health Care FSA and the Dependent Daycare FSA. Paycheck deductions for FSAs are made on a calendar-year basis, for 2020 they will occur from January 1 to December 31, 2020. Open enrollment for FSAs follows the federal calendar year, which is why the open enrollment period for RFIs is different than medical and dental open enrollment. Open enrollment for medical and dental will begin May 1, 2020.

Site-specific Updates
UMMC Builds New Call Room Suite
We are excited to let you know that a new, secure (badge access) call room suite will be built on 1st floor of the Phillips-Wangensteen Building. The suite will include over 30 private call rooms each equipped with a computer to access the EHR; an exercise room with new equipment; a break room and locker room; gender neutral, women's and men’s restrooms with showers. Construction is scheduled to start in June, 2020 with a January, 2021 finish. We will share more as this project advances.
UMMC West Bank Gym under construction
The Gym is slated to open at the end of December or the beginning of January. We do not have an exact date at the moment, as we are working with the vendor on scheduling equipment install date. We are grateful for the resident and fellow leaders who successfully advocated for this development and for the investment by UMMC leaders to support this effort!
Got Informed Consent?
UMMC *New* System-Wide Informed Consent to go-live December 17th
The new consent form consists of two pages and is available in English and 10 other languages (Somali, Spanish, Hmong, Karen, Vietnamese, Simplified Chinese, Arabic, Russian, Oromo, and Amharic).
This form must be used for consent for treatment, diagnostic testing, and procedures including regional anesthesia. There is a Separate Blood Consent Form and a Refusal to Receive a Blood Transfusion Form available. There is a separate anesthesia consent process since the Informed Consent Form does not include anesthesia consent.
The provider signature must be an individual who is privileged to perform the particular procedure. 1. Attending physicians 2. Residents/fellows who have experience & competency to perform the particular procedure with “faculty oversight” as defined by the Accreditation Council for Graduate Medical Education (ACGME). “Faculty oversight” means that the resident/fellow may perform the particular procedure without faculty present, but with faculty review and feedback after care is delivered. 3. APRN’s/Physician Assistants who are privileged to perform the particular procedure under general supervision.

TIME’S UP Healthcare with Dr. Esther Choo Lecture and Panel Discussion
Dr. Esther Choo, an expert in equity in the health care environment visited the UMN Medical School for an event hosted by the UMN Center for Women in Medicine and Science.
Dr. Choo presented an engaging presentation and call to action to improve equity, safety, and quality in the clinical environment. Two UMN residents took part in the panel discussion following Dr. Choo's presentation. Medical School leadership participated in stakeholders meetings with Dr. Choo to outline next steps towards equity and inclusion.
