We are two weeks into a terrific school year. I have been so impressed with how quickly students have become familiar with school routines once again. We are looking forward to seeing everyone TONIGHT at our Back-to-School Picnic & Snowball Social from 5:00-7:30 pm! We will gather at the Lisbon Park, directly in front of LES. Bring a blanket and enjoy your dinner with friends, family, and our Lisbon community. The Grill at Lisbon will have a food truck on-site and will be donating 10% of the proceeds back to the Lisbon PTA. Our awesome and amazing staff will be serving snowballs starting at 6:30 p.m.
MCAP PARCC Home Reports
Thursday, Sept. 20, our students currently enrolled in Grades 4 and 5 will be bringing home a copy of the MCAP PARCC Individual Student Report for each MCAP PARCC Reading and Math assessment they took last spring. The MCAP PARCC score report gives you a snapshot of how your child is progressing toward meeting grade-level expectations and mastering important skills, and shows where he or she excels or needs more support. This information, along with grades, teacher feedback and scores on other tests, will help give a more complete picture of how well your child is performing academically.
If your student attended another Howard County Public School last year, those reports may be delayed in coming home.
Visit http://understandthescore.org/ for further information with interpreting your child’s score as well as other resources you may find useful. As always, if you have questions about your child’s academic performance, be sure to check with your child’s teacher.
Upcoming HCPSS Boundary Review Process
This past January, the Board of Education directed that HCPSS initiate a systemwide school boundary review, which could potentially impact any or all of the 74 comprehensive schools in our county beginning in the 2020-2021 school year. This review officially began on June 13 with the presentation of the 2019 Feasibility Study and is critical due to population growth that has resulted in crowding at many schools while schools in other areas are underutilized.
Families are encouraged to remain informed and engaged throughout the process and there will be multiple opportunities for you to participate. As Superintendent Dr. Michael Martirano has said that a successful outcome for this process depends directly on the level of respect, empathy, and careful listening that we as adults model for our children. We must remember that they will follow our lead in responding positively to the challenges and changes that are inevitable throughout life. I ask our community to practice civility during what can be an emotional process.

September is National Emergency Preparedness Month
The current weather event with Hurricane Florence illustrates how natural disasters can significantly impact a region. Whether a disaster is natural or not, we all need to be prepared at any time for the challenges that an emergency might cause. How we prepare for and react to situations as adults will help reassure and keep our children safe.
We encourage you to visit ready.gov and take advantage of so many planning resources for families. Additionally, please review how we prepare for a variety of emergency situations as a school community.
As a school, we take emergency preparedness seriously. In addition to the five fire drills a year, we conduct five emergency drills to prepare for an emergency situation.
Our Lisbon Emergency Preparedness Team meets regularly to review our school-based emergency plan. During these meetings, staff members have an opportunity to learn their role in our plan.
Furthermore, different scenarios are discussed so we can respond in a coordinated manner in the event of an emergency. Our primary goal is to keep all students and staff safe.
There are four types of emergency scenarios; duck, cover and hold-on, shelter-in-place, lockdown, and modified lockdown. Each scenario requires a different response by the emergency team.
Duck, Cover, and Hold On - The “duck, cover, and hold on” command would be given in the event of an explosion (bomb, mechanical malfunction), severe winds (tornado, extreme weather), earthquake, or other situations that might cause significant structural damage to the school. Students, staff, parents, and any visitor to the building should drop to the ground where they are and cover their heads until the extreme activity subsides.
Shelter-In-Place – The purpose of a shelter in place emergency response is to protect the inhabitants of a building from dangerous fumes or other environmental poisons that are outside the building. This means moving students into the school building if they are outside. In some situations, the school’s HVAC system would be shut down and doors and windows would be sealed and locked. Shelter-in-place emergency procedures would be initiated in the event of a hazardous materials spill in the area (especially with our close proximity MD Route 70) or in the event of some type of bioterrorism in the region.
Modified Lockdown – This command would be given if there were a potential for violent or criminal activity but not an imminent threat to our school. The day-to-day operation of the school would continue, but with modifications. Students would not be permitted to go outside for recess or physical education and classes in the portable classrooms would be relocated.
Lockdown – This emergency command would be given in the most extreme and threatening situation such as violence or criminal activity inside the school or in the surrounding area. Students, staff, parents, and any visitor to the building are expected to stay where they are and follow instructions given.
Off-Site Evacuation – In the event that our building is no longer safe, we may determine that we need to evacuate the students. We have designated three locations for our off-site evacuation. If necessary, transportation to those sites may be provided by HCPSS. Students will be released to parents or other individuals listed on the student's emergency form. Please keep in mind that no student is released to any individual who is not specifically listed on the student's emergency form, including an older sibling. All adults must show photo I.D. when picking up a student.
Parents can help by:
- Giving and updating the most accurate, up-to-date health and emergency information on your child to our school office and your child’s teacher.
- Ensuring your own safety.
- Do not call the school during an emergency situation; it jams the phone lines.
- Do not rush to the school to pick up your child in the event of an emergency. It creates congestion which can delay the tasks of emergency responders and school staff in responding to the emergency.
- Tuning in to local radio and television stations and checking the HCPSS website.
Absent Note Procedures
When your child is absent from school, please send in a written note or email to the teacher why your child is absent. If emailing, please cc: Linda Drews in the front office. For the absence to be excused, we must have one or the other.
The note/email should include the child's FULL NAME and the reason why the child is absent. Illness and doctor appointments are excused absences. No details need to be provided. Also, you do not need to phone the school if your child is absent. An email/note is sufficient.
If your child is going to be absent for a length of time due to travel, there is a form that must be filled out. The form can be downloaded from the main Howard County Public School website - extended leave form or you may pick one up in the office.

Birthdays at LES
Student birthdays are announced on the morning announcements via the PA. Students receive a birthday pencil in recognition of their day. Deeper celebrations are encouraged outside of the school building. Birthday lists are not provided to parents. Staff members do not participate in disseminating birthday party invitations. Balloons, helium or latex are discouraged in the school building. Birthday food celebrations are appropriate outside of the school day.
Dismissal Reminder—Notes from Home
Please remember to send in a written reminder to your child’s homeroom teacher whenever there is a change in dismissal instructions at the end of the day. Many after school activities have begun, children are staying after school, or going home early, and LES needs prior written notification of change in dismissal. With enrollment topping 450, we ask that parents write notes so phone calls to the front office won’t be necessary. The afternoon is a very busy time of the day and we thank you for your cooperation in sending prior written notices to your child’s teacher rather than calling the front office.
Riding a Different Bus
A change in a student’s bus can only be made with an administrator’s approval. We cannot approve bus changes for play dates and/or parties. In a true emergency, please put your request in writing and an administrator will contact you. We want our students to be safe. In the event of a bus accident, we need to know who is on each bus. Our bus capacity is also based on the number of children at each stop. So, adding a student to a bus for even a day can create safety issues.
Visiting During Lunch Times
We strive to be a welcoming place for parents and visitors. At the same time, we have to maintain a safe environment conducive to learning.
While we do allow siblings to accompany parents during lunch, we do not recommend that. Younger children should be closely monitored by the parent at all times and they should not interfere with the operations of the lunch shift.
Siblings are not permitted at Recess or in the Classrooms.

Parent Volunteer Procedures at LES
“According to HCPSS Board Policy, all parent volunteers must complete a Confidentiality Training Course about protecting the privacy of our students, staff, and schools. Please complete this course before registering to volunteer at your child's school. The course takes about 5 minutes to complete. Please click the following website and follow these 3 steps".
Don't Delay, Join Your PTA!
The 2018-19 membership rates are $20 for a family and $15 for an individual.
Consider all the programs your PTA brings to the school -- Cultural Arts assemblies, after school classes, field trip support, the Science Fair, Talent Show, Fall Festival, etc., etc., etc., and support your PTA!

Bullying, Cyberbullying, Harassment, or Intimidation (Policy 1060)
The Board prohibits acts of bullying, cyberbullying, harassment, or intimidation because these behaviors compromise the learning environment and well‐being of students, staff and community. Bullying may include the following specific behaviors: Hitting, kicking, shoving, spitting, hair pulling or throwing something. Getting another person to hit or harm the student. Teasing, name‐calling, critical remarks, or threatening, in person, by email or text message. Bullying by demeaning and making the target of jokes. Rude and/or threatening gestures. Intimidation, extortion or exploitation. Spreading rumors or harmful gossip. Cyberbullying. Hazing Students, parents, employees and service providers are responsible for reporting violations of this policy that occur on school property, on a school bus, or at a school‐sponsored activity or event off school property. Incidents of cyberbullying occurring from a student’s home that impact another student’s well‐being at school may also be reported.
All reports of bullying, cyberbullying, harassment and intimidation will be documented and the student making the report, or an appropriate adult, should complete and submit a Bullying, Harassment, or Intimidation Reporting Form. The victim and witnesses will be informed that confidentiality cannot be insured because it is not possible to predict what will be discovered as a result of the investigation. The offender will be informed that retaliation against any victim or bystander is strictly prohibited and that progressive consequences will occur if the activity continues. Appropriate support services will be provided to a student or staff member exhibiting bullying behaviors or to the victim or bystander. A student or staff member who violates this policy may be required to participate in appropriate counseling or intervention. Consequences range from a parent conference to expulsion.
Electronic Harassment Violation (not part of Policy 1060)
Using a computer or portable communication device to cause another student/staff member to reasonably fear for his/her safety is prohibited. This includes engaging in conduct that would constitute sexual harassment; to disseminate data with malicious intent to psychologically torment or harass; to make any statement intended to provoke or likely provoke a third party to stalk or harass someone; building a fake profile or website; posing as someone in an electronic chat room, an electronic mail message, or an instant message; repeatedly following the student online or into an electronic chat room; posting or encouraging others to post private, personal, or sexual information pertaining to the individual on the Internet or signing up an individual for inappropriate Internet sites.

Gifted and Talented Corner
Howard County Public Schools are currently in the process of accepting nominations for fourth or fifth grade students NEW to Howard County Public Schools for possible inclusion in the G/T Mathematics Program.
If you have a child, NEW to Howard County Public Schools, in grades four or five whom you wish to nominate for G/T Mathematics testing, please submit your nomination request in writing to Jodi O’Connor, G/T Resource Teacher, as soon as possible but no later than Friday, September 13th. A written request may be sent via email to Jodi_OConnor@hpcss.org, or a note may be sent to school.
Attention 2nd, 3rd, 4th, and 5th grade parents
Last week and this week students have had the opportunity to hear about the first Instructional Seminar offerings for their grade level for this school year. Instructional Seminars are small, interest-based groups that meet with a G/T Resource Teacher approximately once a week during recess. The duration of the Instructional Seminar varies based on the topic and may range from a few weeks to a few months to all year long. Students may participate in more than one Instructional Seminar during the year.
As discussed with students, they can obtain an application from the folder in their pod area. (Copies are also attached.) Students need to complete the application at home by obtaining a parental signature and then return it to the collection envelope in the pod area by the indicated due date. Instructional Seminar titles are listed below. Additional seminars may be added throughout the year as others are completed. These will be advertised to all students and shared in a similar manner with families.
Grade 2 (Applications Due September 20th)
· On the Road Again
Students with an interest in science and STEM activities will conduct various experiments related to roadway vehicle performance.
Grade 3 (Applications Due September 24th)
· Lego Landmarks
Students with an interest in geography, architecture, and building with Legos will learn about landmarks and their locations around the world. Then, they will select a landmark and conduct research to learn more about it. Finally, they will take a 2D drawing and create a 3D structure using Legos.
Grade 4: (Applications Due September 24th)
· Bridge Builders
Students with an interest in geography and bridge design will learn about bridges and their locations around the world. They will examine different types of bridges and their features as well as the forces at work that enable bridges to “stand.” Then, students will select a bridge and conduct research to learn more about it. Finally, they will build a model of their selected bridge using materials of their choice.
Grade 5:
· Comic Creations (Applications Due September 24th)
Students with an interest in telling stories through drawings will have the opportunity to learn the craft of creating comics. Some students may wish to develop comics and cartoons that may be featured in the student-created Hometown Happenings newspaper.
Battle of the Books is an exciting book trivia contest for Howard County fifth grade students. Teams of five, fifth grade students read approximately 13 books selected by Howard County Library staff and HCPSS media specialists. Students then test their knowledge in a fun county-wide competition. During the competition, approximately 50 questions are asked with the answer to each question being the title and author of the book. Students have 30 seconds to discuss their answer quietly before circling the title and author on an answer sheet. At some point in the next several weeks during media class, Mrs. Hastings will share more information with students and distribute applications.
ADDITIONAL OPPORTUNITIES WITH A SELECTION PROCESS
Grade 4 & 5:
· Geography Bee
In the next few weeks, all 4th and 5th grade students will be participating in the preliminary round of the Geography Bee in their classroom when they answer 20 geography questions. Based on performance and interest, approximately twenty students will be selected as contestants for the Lisbon Elementary School Geography Bee to be held on November 20th. Contestants will be provided with websites and suggestions for preparing at home for the Geography Bee. If your child is selected to participate, you will receive a letter with additional details.
· Hometown Happenings
Last year a group of five fifth graders took the initiative, under the direction of Mrs. Hasting and Mrs. O’Connor, to begin a school newspaper called Hometown Happenings. Many families have expressed an interest in having this means of communication continue this year. Therefore, students who are interested in applying to be a part of the newspaper staff are invited to join Mrs. O’Connor during recess on Tuesday, September 24th. At this time, students will complete a writing activity that will be used as a tool to aid in student selection. Along with being good writers, students should be self-starters, independent workers, organized, and respectful.
Note that students who participate in band or strings may still participate in an Instructional Seminar. Should there be an occasional conflict, students are asked to attend band or strings rather than the Instructional Seminar that day.
Please ask your child to share more information with you about each Instructional Seminar. Though we appreciate parents encouraging their children to apply to participate, we have learned that the students who are most successful are those who truly have a passion for the topic. During this seminar, your child will have the opportunity to work through various experiments related to roadway vehicle performance.

Are you a creative? Memory Book & 5th Grade Celebration parent volunteers needed.
We have a couple of committee positions available, and they’re waiting for you! If you’d like to get involved and help with the 5th Grade Celebration (For you party planners out there!) or Memory Book (Love photography or scrapbooking?), please email president@lisbonpta.org and we’ll get you in touch with the right folks. Both are very important PTA programs and will benefit from a group of committed and passionate parents. Gather a few friends or volunteer on your own and we’ll make sure we get a good number of volunteers to make these programs a success. Thanks for your consideration!
