HCS Superintendent Updates
Dear HCS Students, Families, Staff and Community Members:
Can't believe it, but we have officially started the countdown to commencement! We are in the Fourth Quarter so everything will move fast and furiously now as we wrap up 2023-24...
2024-25 Budget Development
A school budget may be considered the "mathematical expression" of a district's vision and mission. At HCS, maintaining and enhancing student programming remains a top priority. Behind the scenes, we are working vigorously to build programming and to respond to student voiced requests for additional electives and AP course offerings. Amongst other programmatic and operational considerations aligned to District Priority areas for 2024-25, the district is proud to propose three new AP courses (thank you to Mr. Schneckenburger for his efforts in this area) and opportunities for courses offered to students via distance learning (grant funded equipment is due to arrive this summer) for the first time ever!
As I have repeatedly shared in community communications, schools across the state have been navigating a budget landscape this year that includes unanticipated and significant reductions in aid outlined in the Governor's Executive Budget for many districts across the state. While the State Budget was due on April 1, we have anxiously been awaiting word on how negotiations between the executive and legislative bodies would play out and what the final impact on the state aid package for Honeoye will be. In a press release this week, Governor Hochul shared, "We've come to a conceptual agreement on the 2025 Fiscal Year Budget — and it is going to change millions of New Yorkers’ lives for the better." Specific to public education, she stated: "The New York State budget invests in New York’s kids and educators by committing a record $35.9 billion to our schools while investing in science-backed strategies to help more New York kids learn to read through our Back to Basics initiative."
Given the aforementioned conceptual agreement, there should be tangible movement now. We are told that the first of budget bills were introduced overnight in Albany specific to the following:
- Transportation and Economic Development,
- Public Protection and General Government,
- Revenues, and
- Nothing on education/school aid yet.
We are optimistic that the State Budget will be finalized and released in the coming days. We are optimistic that the budget will include a restoration (in full or in part) of the hold harmless factor in the foundation aid formula.
Given the above, the budget development process continues at HCS over the next several days and will wrap up early next week. Board of Education adoption of the 2024-2025 Budget & Property Tax Report Card is scheduled as an agenda item for the April 24th BOE meeting.
In the meantime, please mark your calendars with these important budget related dates:
- April 24: Budget Presentation and BOE Adoption of Budget & Property Tax Report Card, 6:30PM
- May 8 BOE Meeting: Budget Hearing, 6:00PM
- May 21: Budget Vote, 8:00AM - 9:00PM
- May 22 BOE Meeting: Board Acceptance of Vote Results, 6:30PM
Families and community members may expect that the annual Budget Newsletter will arrive in homes before the May 8th Budget Hearing.
Futuring: It is important to note that the governor has clearly indicated a direction for funding for next year - to allocate fewer resources to districts that have lost enrollment and to execute a plan with inclusion of the Rockefeller Institute of Government development of a new formula (to establish state aid funding for school districts) in the next nine months. We may predict that the budget landscape in upcoming years will likely be challenging for HCS and other small rural school districts that have experienced declining enrollment across the state.
Annual Election: Board of Education Seats
There are currently three BOE Seat Vacancies up for election on May 21, 2024:
Expiring term of James Helling, 3 year term
Expiring term of Jerry Passer, 3 year term
Expiring term of Tori Penrod Clark, 3 year term
- Each of the three (3) candidates, who receive the greatest number of votes, will serve a three year term beginning July 1, 2024 through June 30, 2027.
- If interested in running for the HCS Board of Education, the District Clerk must receive petitions no later than 5:00 pm, on Monday, April 22, 2024, at the District Office located at 8528 Main St, Honeoye, NY.
- Petitions must bear signatures of at least 25 voters eligible to vote in the Honeoye election on May 21, 2024.
- A voter may sign petitions for more than one candidate.
- To be an eligible voter, an individual must be: 1. a US citizen 2. at least 18 years of age 3. a resident of the school district 30 days or more prior to the May 21, 2024.

2024 Commencement Ceremony
Class of 2024 Graduation
The class of 2024 Graduation Ceremony will be held on June 28th at 7:00p.m. in the HCS Auditorium. A mandatory Graduation rehearsal will take place from 10:00-12:00 on June 28th. Following Graduation rehearsal, each graduating Senior will be given 8 tickets for family/friends to attend the ceremony. On the evening of the ceremony, after ticket holders have been seated, doors will open to admit additional guests as capacity allows.

REMINDER FROM SUPERINTENDENT: NYS ELA and Math Testing in Grades 3 - 8
School districts in New York State are required to annually administer tests in English Language Arts (ELA) and Mathematics in Grades 3–8. The Grades 3–8 ELA and Mathematics NYS Testing Program has been designed by the state to measure student proficiency levels against grade-level New York Next Generation Learning Standards (NGLS) in ELA and Mathematics.
Student proficiency on these assessments is captured in one of four performance levels:
- NYS Level 4: Students performing at this level excel in standards for their grade. They demonstrate knowledge, skills, and practices embodied by the Learning Standards that are considered more than sufficient for the expectations at this grade.
- NYS Level 3: Students performing at this level are proficient in standards for their grade. They demonstrate knowledge, skills, and practices embodied by the Learning Standards that are considered sufficient for the expectations at this grade.
- NYS Level 2: Students performing at this level are partially proficient in standards for their grade. They demonstrate knowledge, skills, and practices embodied by the Learning Standards that are considered partial but insufficient for the expectations at this grade. Students performing at Level 2 are considered on track to meet current New York high school graduation requirements but are not yet proficient in Learning Standards at this grade.
- NYS Level 1: Students performing at this level are below proficient in standards for their grade. They may demonstrate limited knowledge, skills, and practices embodied by the Learning Standards that are considered insufficient for the expectations at this grade.
In recent years, HCS has intentionally focused on Tier 1 and Tier 2 supports to bolster student proficiency levels in both ELA and Math:
2020-21: LEA launch of universal approach to Tier 1 reading instruction.
2020-21: LEA pilot of potential new math programs.
2020-21: COVID related mitigation measures in place, including hybrid model of instruction at MS level.
2021-22: LEA launch of Bridges Math program, grades K - 5.
2022-23: LEA launch of AIS at MS level for both ELA and Math.
2022-23: LEA launch of CBT ELA and Math testing administrations, grades 6 - 8.
2023-24: LEA launch of CBT ELA and Math test administration, grades 3 - 8.
Huge shout out to our instructional staff and students for 2023 performance results across the Wayne Finger Lakes region :
- In 2023, HCS ranked 8th of 25 districts in the WFL region, up from 15th of 25 component districts, in ELA.
- In 2023, HCS ranked 2nd of 25 districts in the WFL region, up from 10th of 25 component districts, in Math performance.
NYS ELA and Math Administration at HCS
HCS will administer NYS ELA Computer Based Testing (CBT) to all students in Grades 3 - 8 as follows:
- Middle school: April 18-19
- MS Make ups: April 22-23
- Elementary: April 25-26
- ES Make ups: April 29-30
HCS will administer NYS Math Computer Based Testing (CBT) to all students in Grades 3 - 8 as follows:
- Middle school: May 2-3
- MS Make ups: May 6-7
- Elementary: May 9-10
- ES Make ups: May 13-14
HCS will administer NYS Science Computer Based Testing (CBT) to all students in Grades 5 & 8 as follows:
- Middle School: May 14
- MS Make ups: May 16
- Elementary: May 16
- ES make ups: May 17
Note: You may anticipate more specific information about the logistical aspects of New York State ELA, Math & Science testing in Grades 3 - 8 to be shared soon by respective building principals.

Dr. Ben Lankheet Heart Starter Award
EMT, and 12th Grade Student, Sara Weber recently received the Dr. Ben Lankheet Heart Starter Award at the annual Ontario County Safety Council Awards Dinner this month. This honor was awarded to Sara for her quick work in administering lifesaving CPR to a patient.
A second recognition was awarded by the Livonia EMS for a Cardiac Save that took place this April.

Record Breaking!
Daniel-THE FLASH-Gawel has broken another school record!
On Tuesday, 4/17, at Marcus Whitman, Daniel Gawel broke the Bloomfield-Honeoye Track and Field program record in the 100-meter dash, cruising to a time of 12.03 seconds. Daniel is poised to become the first athlete in BOTH schools' histories to run a sub-12-second 100 meters.

HCS is proud to partner with ParentSquare as a tool for consistent and ongoing communications between the district, schools, students, families, and now - the community at large.
Effective January 2024, community members may "opt in" for inclusion in the ParentSquare HCS Community Group for access to information about school elections/votes, capital improvement projects, special events, and other communications that would benefit community members outside of the district or individual schools.
The ParentSquare Community Group feature offers a self-serve sign-up. Interested community members must simply access the Community Group self-serve sign-up link and complete the registration.

Pre-register for UPK and Kintergarten
If you have a child to enroll in UPK or a new to our school Kindergarten aged child, please notify Kathy Hoertz in the elementary office to pre-register your child for the 2024-2025 school year.
*Important to note: if your child will be 4 years old on or before December 1st, 2024, he/she will be eligible for UPK. If however, they are 5 years old on or before December 1st, he/she will be eligible to enter Kindergarten (and not UPK).Feel free to call the office anytime with questions.

DASA stands for the Dignity for All Students Act. This law was established in 2010 and focuses on the mental and emotional well-being of students with an emphasis on providing students with an environment free of harassment, discrimination, and bullying. This law requires districts to have policies and procedures in place to address these issues and ensure the well-being of all students. DASA promotes inclusivity, respect, and equality in schools across the state. At Honeoye, we take every effort to provide students with a welcoming and affirming environment that aligns with both DASA and our mission and vision.
Students and families have the ability to report an incident to the school through either a staff member or through our online form on the district website (link here).

In the Classroom:
Derek Sigler, from Ontario County Workforce Development came in and spoke about the youth summer work program with HCS students. This is a program offered by Ontario County where they collaborate with students to locate a summer job and provide support to students seeking summer employment. The youth, ages 14-20, can work up to 29 hours a week, and they are paid by Ontario County. The wonderful part of this program is that Derek and his team complete the job searching process, and based on the application the students complete, Derek and his team match the student with an employer that best fits their interests.

*Appropriately certified for use
While there is no concussion-proof helmet, a helmet can help protect your child or teen from a serious brain or head injury. Even with a helmet, it is important for your child or teen to avoid hits to the head.

April Happenings at HCS
Ontario County Mental Health: We could not be more proud and excited to host a co-located satellite clinic of Ontario County Mental Health on HCS Campus! We are so excited to welcome a co-located therapist, Cassie Webster, on Mondays to our building. Students experiencing mental health challenges who have barriers accessing care in a clinic (i.e. lack of transportation) are candidates for this service. Reach out to me at molly.perrin@honeoye.org if you think this would be a good fit for your child!
Teen Mental Health First Aid: HCS is proud to have integrated Teen Mental Health first Aid, a six week course that teaches students to identify and respond to mental health and substance use challenges in their peers, into our High School Health Class. Our Spring Cycle of tMHFA wraps up this week! Parents of current 9th graders can expect to receive information for our next cycle of tMHFA in the Fall.

Spring Weather is Here! Clothing Resources to Keep in Mind:
Spring weather is (hopefully) here to stay! With the change in weather, often comes a change in wardrobe, or a need for formal wear. If you or your family members have clothing needs, check out some of our amazing community resources below!
Seeds of Love Clothing Closet: New Evening Hours!! Located at St. Mary’s Church, the St. Mary’s clothing closet has a variety of clothes for all ages in varying sizes. Check them out on Fridays and Saturdays from 10-12:00pm, and Fridays from 6:00-8:00pm as you transition to your Spring Wardrobe!
St. Vincent de Paul Society: The St. Vincent De Paul Society clothing room and voucher room are open several times per week Ontario County residents may request food and transportations vouchers, and select clothing, as well as household goods during one shopping visit per week. Both Resources are located at 120 N. Main Street Canandaigua, NY 14424.
Once Upon a Dress: Located in the District Office Building of Livonia Central School, Once Upon a Dress is open to those in surrounding communities, as well! They have a variety of dresses for all occasions that can be selected by appointment. See the attached flyer for contact information!
Fairy Godmothers of Rochester Prom Fair: Juniors and Seniors demonstrating financial need are eligible to purchase dresses for $5 from the Fairy Godmothers Prom Fair, located at Marketplace Mall. The last opportunity to shop for a dress is next Saturday, 4/27 from 10-3.

The HCS Community Resource Guide is continually updated, and contains information about mental health, medical, food, and financial resources that are accessible to you throughout Ontario County, and beyond. Feel free to reach out with any questions, or if you would like support in connecting with area resources! Ontario County Clinician: Cassie Webster
Ontario County Mental Health (OCMH) has partnered with HoneoyeCentral School to expand mental health services offered in a school setting. The School-Based Mental Health Clinic will provide mental health services within a safe, comfortable school environment so that high quality care is within easy access to students regardless of socioeconomic status. Costs for these services are covered by health insurance and if additional financial assistance is needed grants within the community. This partnership will allow clinicians to provide mental health treatment to students in the safety of their own school and reduce lost classroom time for the student receiving treatment.
Cassie Webster, LMSW will be the clinical provider co-located at Honeoye School. She is a Licensed Master Social Worker employed by Ontario County Mental Health. Cassie currently provides school based mental health services in the Canandaigua School district as well. Cassie has worked with families and youth in Ontario County for the past 18 years in several different capacities. Cassie is also a Honeoye Alum and continues to reside in the community with her family.
This partnership will provide students with consistent treatment while reducing the barriers in accessing services. School professionals are able to refer students for services (with parental consent) and the student will have a shorter wait time to begin services. This partnership improves communication between mental health providers and school, which improves the quality of care the students receive. Clinicians are able to work with school staff to build and create interventions that encourage success. The clinicians ensure confidentiality is maintained and does not share specific treatment information of any student with school staff or outside individuals without authorized consent by the family.

Get Connected to the Resources Students Need to Prepare for College
- High school students and their parents can sign up to receive text messages from the NYS Higher Education Services Corporation to get connected to the resources they need to prepare for college and apply for financial aid.
- Text messages include key information about financial aid programs, how to apply, important deadlines, available events to assist students in completing applications, and resources to help put them on the right path toward their college careers.
- Sign-up is quick and easy at HESC Text Messaging Registration.

April is Alcohol Awareness Month. In prevention education, my focus is on educating my students about the misuse of alcohol, its negative impacts on society, and making positive decisions. There will be an extension of this important topic next month when we have Sarah Palermo coming to Honeoye Central Schools to do a presention to our juniors and seniors. In this, she will share her personal experiences with the misuse of alcohol, how that impacted her and her family’s lives. After this presentation, I will be talking about Honeoye’s Prom Promise cards at that time.

It is hard to believe that we are already a few weeks into the fourth marking quarter! Spring is often an exciting time for kids, sports are underway, the weather is breaking, and summer vacation is coming soon. Spring is also a time to prepare for end of year assessments. The ELA NewYork State tests will begin this week for grades 3-8, and the Math tests will take place May 2nd and 3rd. Regents exams for grades 9-12 will take place in June. Here are tips to support your child.
MTSS helps identify students who may need extra help in preparing for state tests.
It allows educators to provide targeted interventions to address specific areas of need.
By addressing academic and behavioral issues early on, MTSS can improve students' readiness and performance on state tests.
How Parents Can Support MTSS and State Test Prep:
Stay informed: Talk to your child's teachers and school administrators to understand how MTSS is implemented in your child's school.
Advocate for your child: If you believe your child could benefit from additional support, communicate your concerns to the school and work collaboratively to develop a plan.
Support at home: Encourage your child to complete homework assignments, read regularly, and practice skills that are relevant to the state tests.
Emphasize the importance of testing: Help your child understand the significance of state tests and motivate them to do their best.
Collaborating with the School:
Attend parent-teacher conferences and other school events to stay involved in your child's education.
Work with educators to monitor your child's progress and adjust support strategies as needed.
Ask questions: If you have any concerns or questions about MTSS or state test preparation, don't hesitate to reach out to your child's teachers or school administrators for clarification.
Promoting a Positive Attitude:
Encourage a positive attitude towards testing: Remind your child that state tests are an opportunity to show what they have learned and to challenge themselves.
Emphasize effort over perfection: Focus on your child's growth and progress rather than solely on test scores.
By understanding MTSS and actively supporting your child's preparation for state tests, you can help them achieve academic success and build important skills for their future. Remember, every child learns differently, and with the right support, they can reach their full potential.

April is National Poetry Month. Poetry provides innumerable opportunities to nurture and inspire an exploration of words, images, language, emotions, and storytelling. Poems play with rhythm and rhyme, delight the reader and make us laugh. A poem’s cadence and mood might elicit deep thinking and reflection.

English 12 ~ Submitted by Mrs. Berger
Students in Mrs. Berger and Mrs. Pink’s 7th period English 12 class participated in spirited debates about banning TikTok. After learning about how to avoid logical fallacies and how to conduct themselves in a formal debate, students were divided into four groups. Students divided up their roles, researched both sides of the issue, and came up with persuasive arguments and rebuttals. Winners won bragging rights and trophies. They did a spectacular job!
Fourth Grade Examines Rock Cyle
Students in 4th grade were able to take an in depth look at many different rocks, thanks to Edutech's STEM Lending Library. The Merge Cube allowed the students to interact with digital content in a physical, tangible way. While using the Merge Cube, students were able to notice differences between sedimentary, igneous, and metamorphic rocks and gain a greater understanding of their composition and texture by examining the rocks from every angle.

French Class News ~ Submitted by Penny Hensler
French classes had the opportunity to travel with the Nawari Program to la Maison des Esclaves on the Goree Island in Senegal. Students got to see Ibou buy his ticket, visit the boutiques in the port and then wait to board a “chaloupe”, a ferryboat, to get to l’île de la Gorée - an island that was used during the Slave Trade. Students then visited artisans on the island. They had the opportunity to watch an artist make a sand painting- using different colors of sand. They then chose one for our classroom with a boat and a baobab tree. The main attraction was a visit of the Maison des Esclaves- the House of Slaves. Students thought it was very sad to see where the slaves were kept before they were sent on boats. This was a very moving visit.
7th grade French students practiced adjectives by playing a fun Bananagrams game. They had to finish the sentences with French adjectives that were made from the letters. They had to try to make their words unique because if another group had the same word, they did not earn a point. Lots of smiles and lots of fun.
A group of 28 French students traveled to France for 10 days of adventures in Brittany, Normandy and in Paris. This was the second part of our exchange. HCS students stayed with French students who were in HCS last fall. Some of our many adventures during our stay in Rennes included visiting the beaches of Normandy, Rennes, Le Mont St Michel, the medieval castle Fougères and Saint Malo. After that, students went to Paris and visited the Eiffel Tower, Notre Dame, the Latin Quarter, the Champs Elysées and then they went to the top of the Arc de Triomphe. It was wonderful traveling with this group of HCS students. They were all wonderful ambassadors of not only Honeoye but the USA. True Bulldog spirit.

We hope for good weather in the upcoming weeks, with no more rain for a while! We are off to a great start. Our coaches and athletes have worked hard over the last few weeks to get ready for our season. It is great to see our athletes back on the fields, courts, and track!

- On Tuesday, 4/17, at Marcus Whitman, Daniel Gawel broke the Bloomfield-Honeoye Track and Field program record in the 100-meter dash, cruising to a 12.03. Daniel is poised to become the first athlete in BOTH schools' histories to run a sub-12-second 100 meters.

New in 2023-24: NYSPHSAA Spectator Expectations
NYSPHSAA Spectator Expectations
The New York State High School Athletics Association developed and will require that all school districts implement and enforce Sportsmanship Standards, effective Fall 2023.
NYSPHSAA Expectation Statement: Officials, just like student athletes and coaches, are critical to interscholastic sports programs. Without officials, NYSPHSAA and its member schools would not be able to provide interscholastic sports in the manner that is desired and expected by student athletes, coaches, and parents. In addition to abiding by the HCS Code of Conduct, spectators are expected to “Be Loud, Be Proud, and Be Positive.” Negative comments and inappropriate behaviors by spectators are required to be addressed by all and any school supervisors and administrators, as a member of NYSPHSAA in the following non-sequential order depending on the comments or behavior:
First warning – Directing the spectator or group of spectators to refrain from any negative comments or actions.
Second warning – A personal discussion with the spectators or group of spectators on the above NYSPHSAA expectations and reminding the spectators or group of spectators of the next step - removal of the game or event - will be utilized if the behavior continues.
Removal from the contest – The spectator or group of spectators will be directed to leave the facility for the remainder of the game or event.
If spectators or group of spectators refuse to leave the game or event, play will be stopped until they vacate the premise.
Penalty for being removed from a game or event: Any spectator removed from a game or event will have a minimum penalty of completing the NFHS Parent Credential course or a one game suspension before they are allowed to attend any interscholastic event, home or away.
Once the course is completed the spectator will provide a certificate of completion to the athletic department office.
Schools are required to communicate with the offending spectator on the NYSPHSAA Sportsmanship Spectator Expectations.
Spectators may be prohibited from attending current and future interscholastic contests based on their behavior. (Oct. 2022)
Depending on the severity of the behavior/comments or future disqualifications by the offending spectator NYSPHSAA and the Section may get directly involved in the situation. (May 2023)

The budget development process continues through the month of April with the Board of Education adopting the 2024-2025 Budget & Property Tax Report Card on April 24th. Following that meeting, the annual Budget Newsletter is slated to arrive in homes ahead of the May 8th annual Budget Hearing here at school. Be sure to visit the "Budget" section of the HCS website for digital copies of the Budget Newsletter and “Budget Disclosure Packet” as they will be posted in early May.
HCS OPERATIONAL DEPARTMENT UPDATES
We are thankful for and very proud of our fantastic Operational Departments and all of our support staff at Honeoye Central. Here are a few quick updates that highlight the quality work of these teams, which are critical to smooth operations at HCS.
In March, the Food Service Team received high marks on its triennial audit by the NYS Child Nutrition Office at NYSED. Amiee Levesque and her whole team in the kitchen deserve recognition for the hours and hours of preparation they put in ahead of the visit by the team from Albany, as well as for the quality of daily offerings and the positive, student-friendly environment they have created in the kitchen.
Our Facilities Department (Maintenance & Grounds) staff continue to impress as they address small but impactful beautification projects across the campus. They have installed new, large directional signage in the district lobby, have refurbished an instructional space for distance learning , and will soon be installing new HCS banner flags in the Allen’s Hill parking lot. Mike Kestler and every member of the facilities team deserve recognition for the quality of their daily cleaning and maintenance of the facility.
Our Transportation Department is a “well-oiled” machine that is “firing on all cylinders” (automotive puns intended). Ray Thomas and his group continue to make countless “in the moment” tweaks and adjustments to routes, schedules and assignments to make sure that all routes, sports trips and other special events are covered. Thank you to everyone up on Dugan Drive for their efforts and teamwork.

Intersection of Code of Conduct, DASA and Title IX
HCS Code of Conduct:
- Per SED, the Board of Education of every school district within New York State is required to adopt and amend, as appropriate, a Code of Conduct for the maintenance of order on school property, including a school function, which shall govern the conduct of students, teachers and other school personnel as well as visitors and shall provide for the enforcement thereof.
- Any and all student misconduct may be investigated and enforced under the district’s Code of Conduct. Investigation and enforcement of Code of Conduct violations is the responsibility of building level administration, and may be supported by a Dean of Students and/or other support staff.
- During the Spring of 2022, the HCS administration team invested dedicated time engaging in professional learning specific to student discipline for “higher level” offenses and calibrating responses to such. The Code of Conduct articulates the range of progressive dispositions for offenses, and we are striving for consistency in its application.
- The DASA legislation is intended to provide students with a safe and supportive environment free from discrimination, intimidation, taunting, harassment, and bullying on school property, a school bus and/or at a school function. Please review the above link for more information on DASA.
- Protected classes in the DASA legislation include: race, color, weight, national origin, ethnic group, religion, religious practice, disability, sexual orientation, gender, and sex.
- Behaviors outlined in DASA are also identified as prohibited student conduct within the HCS Code of Conduct (Section VIII, E4, E5 & E7). As such, any such misconduct may be investigated and enforced under the district’s Code of Conduct.
- Please report any DASA concerns as outlined below:
- Contact your building level administrator. Both Mrs. Pfluke and Mr. Schneckenburger welcome and encourage direct and open lines of communication with students and families.
- Tell a trusted adult, such as any member of the mental health staff or a teacher. School personnel are required to notify an administrator in the event of such a report.
- Complete the HCS Incident Reporting Form. Building principals actively monitor this tool for reports of peer conflict, misconduct, bullying, and/or harassment.
- District appointed DASA Coordinators conduct DASA investigations. Our HCS DASA Coordinators include the following staff members:
- Nate Schneckenburger, Secondary Principal
- Natalie Pfluke, Elementary Principal
- While the DASA Coordinator may conduct the investigation, our building level administrators are responsible for disposition of any "founded" DASA complaint.
- Title IX is a federal law which prohibits discrimination on the basis of sex and provides, “No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance.” Please review the above link for more information.
- In August 2020, the U.S. Department of Education adopted new regulations to revise the definition of sexual harassment prohibited under Title IX, and also created new procedures for investigating allegations of sexual harassment covered by Title IX.
- Behaviors outlined in Title IX are also identified as prohibited student conduct within the HCS Code of Conduct (Section VIII, E6). As such, any such misconduct may be investigated and enforced under the district’s Code of Conduct.
- Please note, however, in the event of a report of sexual harassment, the family of a student victim will be contacted by a district appointed Title IX Coordinator to discuss investigation options, time parameters for a formal Title IX investigation, and other considerations (such as confidentiality) of such an investigation.
- In the event a Title IX complaint is filed, the family of the alleged offender will also be contacted by district appointed Title IX Coordinator to discuss the investigation, time parameters and other considerations.
- Our HCS Title IX Coordinators include:

- Nathan Schneckenburger, Secondary Principal
- Questions about Title IX information may be directed to the individuals named above or to titleixcoordinator@honeoye.org.
- Title IX concerns should be reported as previously outlined above (and reinforced here):

Behavior Intervention Team (BIT)
- In 2022-23, the Honeoye Central School District developed and launched a Behavior Intervention Team (BIT). Our BIT concept is modeled after the CIT (Crisis Intervention Team) approach utilized by law enforcement to best identify potentially violent individuals and to develop targeted, intensive supports.
- We are grateful that our team will consist of select representatives from various Ontario County agencies - Sheriff’s Department, OC Mental Health, FLACRA, DSS PINS Division, SPOA, and Lakeview Health
- The Honeoye BIT will act as an organized team to discuss Threat Cases (TC), where there has been a determination that there is an articulable and significant threat to the health or safety of a student or other individuals with a nexus to the school community.
- The Honeoye BIT will utilize the expertise of this team for the development of balanced intervention and case management strategies for threat cases presented to the team.
- In compliance with 34 CFR § 99.7 (a) (3) (iii) Annual Notification Requirements, this communication shall serve as notification to parents/guardians of students currently in attendance, or eligible students currently in attendance, that the district has a policy of disclosing education records under 34 CFR § 99.31(a)(1) to BIT members from outside agencies, where necessary and determined appropriate by the District.
- Disclosure of confidential information lawfully shared in-furtherance of the Honeoye BIT mission for purposes other than advancing school-safety or caretaking of the subject of the threat case is strictly prohibited.
- The BIT team shall meet on a monthly basis and be available for emergency BIT callouts.
Go Guardian and Beacon Alerts
To support student safety and encourage scholarly behaviors when using devices, the Honeoye Central School District incorporated online services provided by GoGuardian a number of years ago. It may be helpful to know that over 10,000 other schools use GoGuardian to protect 5.5 million students across the world, and the Global Educator Institute has endorsed the GoGuardian Teacher product.
How are we using GoGuardian?
- HCS has chosen GoGuardian Beacon and GoGuardian Teacher services to:
- Help protect students against harmful and inappropriate online material
- Help students stay “scholarly” and more focused when learning online
- Help assess students’ progress towards class assignments
When and how does GoGuardian operate?
- GoGuardian’s web-based services operate on our school’s managed G Suite for Education Chrome accounts (i.e. when a student is logged into Chrome or a Chromebook with his/her school email address).
- GoGuardian Teacher enables teachers to use GoGuardian Teacher with students in their classes only during school hours from Monday through Friday.
- GoGuardian Beacon enables the district to monitor student usage 24/7. When Beacon detects that a student is browsing content related to Self-Harm or Suicide, a notification will be sent to users in order of the Escalation List up to five times or until an action is taken on the alert card. Disclaimer: Regardless of school monitoring specific to reference of self harm, it is simply not possible to catch all activity. Parents maintain responsibility to supervise their children’s use of devices.
What are the school’s responsibilities?
- HCS selected GoGuardian services to help our students stay safer and more scholarly online. We will work with students during class time to help teach them digital responsibility and safety. Additionally, we will train teachers about how to operate GoGuardian and about our policies and procedures to help protect student privacy.
What are my parental/guardian and child’s responsibilities?
- We ask that students uses their school-managed Google accounts and school-managed devices for educational purposes within the boundaries of the HCS Acceptable Use Policy and Agreement.
- When a student is off campus, parents are responsible for supervising internet access and usage. We encourage you to discuss rules for appropriate internet usage with your child, and to reinforce lessons of digital citizenship and safety with him or her. We also highly encourage you to report any potential cyberbullying or other sensitive issues to us.
How does GoGuardian help protect my child’s privacy?
- To help your child remain scholarly and safe online, GoGuardian collects certain personally identifiable information about your child.
- GoGuardian has consulted with privacy experts, participates in privacy organizations, is a proud signatory of the Student Privacy Pledge, and has been awarded certifications by iKeepSafe for complying with both the Family Education Rights and Privacy Act and California student privacy laws. For more detailed information about GoGuardian, you may visit GoGuardian’s website, Trust & Privacy Center, GoGuardian’s Product Privacy Policy, and the attached COPPA Notice and Disclosure Form.
