A Message from the CAPEA President
Dear CAPEA Members,
As we commemorate Women's History Month this March, it is imperative that we recognize and celebrate the invaluable contributions of women of color to our shared history and ongoing struggle for equality and justice.
Throughout history, women of color have faced intersecting forms of discrimination and oppression based on both gender and race. Yet, despite these challenges, they have continued to rise, lead, and inspire change in every aspect of society.
From the civil rights activists who courageously fought for racial equality to the indigenous leaders who have preserved their cultures and traditions for generations, women of color have been at the forefront of social movements and have played a pivotal role in shaping our collective history.
Today, women of color continue to defy expectations, break barriers, and pave the way for future generations. They are leaders in politics, business, science, the arts, and beyond, bringing their unique perspectives and experiences to bear on the challenges we face as a society.
This Women's History Month, let us take the time to honor and uplift the stories, achievements, and contributions of women of color. Let us amplify their voices, recognize their leadership, and stand in solidarity with them as we work towards a more inclusive and equitable world for all.
As an organization committed to diversity, equity, and inclusion, we must ensure that the experiences and contributions of women of color are not only recognized but also celebrated and valued. Let us reaffirm our commitment to creating spaces where women of color can thrive, lead, and make their voices heard.
I encourage each and every one of you to take this month as an opportunity to learn, listen, and engage with the stories and experiences of women of color. Let us celebrate their resilience, honor their achievements, and continue to work together towards a future where every woman, regardless of race or background, has the opportunity to fulfill her potential and make her mark on history.

Dr. Barbara Flores, Outstanding Professor Emerita
Dr. Flores is a pioneer Latina scholar Activist and Leader, Teacher Educator, Children’s Literature Writer, and International Expert in the areas of biliteracy development, teaching/learning based on Vygotsky’s sociocultural theoretical framework, professional staff development, bilingual education, biliteracy development, proficient reading and writing in L1 and L2 across content areas, and critical pedagogy. Not only has she published her work in professional journals, books, and chapters, but she is also a sought after keynote speaker throughout the Americas. She has been a professor since 1980 and recently retired in September of 2019. She is Professor Emerita at California State University, San Bernardino.
Dr. Flores holds and has held a number of leadership positions. She has been on San Bernardino City School Board since 2008 and served as Vice President and President. She was reelected in 2013 and 2017 with her term ending in November 2022. Currently she is the Past President on California Latino School Boards Association from 2018-2022; served as President of CLSBA from 2014-2018 and also served as Vice President from 2010-2014. She is also currently on the Executive Board of the California Association for Bilingual Education serving as CABE President 2021-2023. She has also been past President of the National Association for Bilingual Education 2006-2007.
In addition, Dr. Flores is also the creator and co-author, with Elena Castro and Eddie Hernandez, with Michael Ramirez as the key illustrator, of the first authentic Spanish/English Collection in the United States, Más Piñata, which has 200 titles in each language. The illustrations and texts are culturally relevant and range between Pre-K through 4th grade levels.

The American Educational Research Association (AERA), founded in 1916, is concerned with improving the educational process by encouraging scholarly inquiry related to education and evaluation and by promoting the dissemination and practical application of research results. AERA's members are faculty, researchers, graduate students, and other distinguished professionals with rich and diverse expertise in education research. AERA is international in scope. For the 2024 conference, AERA received more than 11,000 submissions that were reviewed by qualified scholars.
