Hyperboly:
What is to be understood here is how such a small impact on life is exaggerated beyond what it should be. As defined by a hyperbole , which is an extreme definition, it has to fit into the setting and almost seem ironical in a sense that the message can come across. From the picture matters such as death is nothing compared to "automatic spending reduction".
Irony
Irony is when something is said but is the opposite of what you would have thought to be. In this example a mouse appraches Obama about his injuries. Obama is then found screaming like a girl when he should talk to the mouse on how they are going to resolve the situation. What makes this even more ironic is how Obama has implemented the Obama Care system to helpp every american pay for medical bills, for examples, for the mouse.
Sarcasm
Sarcasm is to exaggerate a certain situation with a sense of approval only to know that it actually makes fun of what you have done. What is trying to be told here is how a man refuses to pay for Obama Care yet is insistent on getting his medical bills paid. This is done because of the other money that people already involved with Obama Care have to do. The tone in the man's text bubble adds even more emphasis to this sarcastic remark.
Parody
This shows the literary term of parody which means to make fun of someone's work. Here we have what would have been a normal occurrence in Peanuts, such as charlie brown slipping. Instead of Charlie though we have President Bush and how he remembers the events of last year when Lucy says that he's the reason why they punted first.
