Early Notification of Separation Incentive
Please note important dates below in order to qualify for the Early Notification of Separation Incentive.
In an effort to assist HCPS with forecasting budget savings and project staffing needs for FY 2023-2024, an Early Notification of Separation Incentive is currently offered to employees. A memorandum of understanding has been executed with each collective bargaining unit and includes the following information:
- Incentive. HCPS is offering a one-time payment of $500 for employees who provide notification on or before Tuesday, January 31, 2023, of their intent to separate from employment with an effective date of separation of Tuesday, February 28, 2023 through and inclusive of Friday, June 30, 2023. Written notification of intent to separate must be received in the Human Resources Office no later than 4:30pm on Tuesday, January 31, 2023. An email including the signed letter of intent to separate is also acceptable. Send email to Ms. Lori Hatfield, Administrative Support Coordinator at Lori.Hatfield@hcps.org.
Per Maryland State Retirement Agency (MSRA) guidelines, an employee may only retire on the first of the month. Those employees submitting for retirement on July 1, 2023 meet the eligibility timeline for the Early Notification of Separation Incentive.
- Eligibility.
- Separations pertaining to this incentive are limited to separations resulting from retirement or resignation.
- The early notification incentive does not apply to probationary employees.
- An employee must be in good standing on the date of his/her submission of intent to separate from employment through the date of his/her separation. Good standing means that the employee has no disciplinary investigation/action pending against the employee.
- If the employee’s separation from employment will result in a breach of his/her teacher contract, he or she is not eligible for the early notification incentive.
- Any staff member who, prior to the execution of this MOU, provided written notification to the Human Resources department of his/her intent to separate effective Tuesday, February 28, 2023 through and inclusive of Friday, June 30, 2023, will be eligible for the early notification incentive.
- Payment. The payment for early notification provided pursuant to this MOU shall be issued on July 21, 2023 or with final reconciliation check, if earlier. HCPS reserves the right to deduct from the $500 incentive payment any amount owed by the employee to HCPS, at time of separation.

Voluntary Transfer Requests
HCEA-represented employees and inclusion helpers (HCEA-ESP represented employees) who wish to be considered for a voluntary transfer must submit their request online prior to the deadline date stated in the applicable negotiated agreement. The Voluntary Transfer Request site may be accessed on the following SharePoint link: Staff Management Department. Each subject and/or position requested must be submitted separately. It is important to note that the Voluntary Transfer Request site is only accessible from a HCPS device connected to the HCPS network. Please note that only online requests completed on the voluntary transfer request site will be accepted.
Transfer requests are accepted on a year-round basis. Although transfers are accepted on a year-round basis, decisions will be based on the existing vacancy/transfer timeline. To review the 2022-2023 SY Employment Timeline, please click on the following SharePoint link: Staff Management Department.
Blueprint Career Ladder Low Performing Schools
Under the Blueprint for Maryland’s Future Legislation, there is an element of the Career Ladder which incentivizes teachers who have National Board Certification to apply for positions at “low-performing schools.” This designation is defined by MSDE and must include schools identified as a 1-star or a 2-star school in 2 of the 3 most recently available years of the Accountability System. The designation also includes some local flexibility, where schools can be included if they are in the bottom 10% of schools in their Elementary/Middle or High schools. A Nationally Board-Certified Teacher teaching at a Blueprint Career Ladder Low Performing School will receive an additional salary increase of $7,000 and the increase continues as long as the teacher is teaching at the school, even if the school ceases to be low performing. The 2023-2024 Blueprint Low-performing schools have not been identified yet by MSDE. As soon as HCPS has a list of the 2022-2023 schools, this will be released ASAP via the HCPS 411 Update.
All Other HCEA-ESP Represented Employees
For all other HCEA-ESP represented positions, applications, including transfers, must be done through the online application process. All positions within the unit, which offer promotional and transfer opportunities, will be posted for at least one week prior to the close of the application deadline. You must apply online for consideration.

JROTC to Start at Joppatowne High School
HCPS is pleased to announce Joppatowne High School has been approved by the Department of the Army to establish a U.S. Army Junior Reserve Officers’ Training Corps (JROTC) program, effective February 1, 2023. Eighth grade students throughout the county will be able to apply to join JROTC at Joppatowne High. Applications will be available Tuesday, January 17, 2023, through Friday, February 10, 2023, on hcps.org and in all middle school counseling offices.

*NEW* Free 1:1 Tutoring for Students in Partnership with FEV Tutor
Harford County Public Schools has partnered with FEV Tutor to assist in providing tutoring services to all HCPS students in grades 3-12. An introduction video of FEV Tutor is linked below. To access teacher resources please click HERE.
FEV Tutor will be available Tuesday, January 17, 2023. Teachers can monitor student usage and the progress of any student who is enrolled in his/her classes if they choose.
There aren’t any required actions for teachers, but please help us share this new resource with students and families.
Teacher log in information will be sent via your HCPS email on January 16, 2023.
Join us for a live session on January 17, 2023, from 4:00 to 5:00 p.m. During the session we will provide an overview of FEV Tutor, and you will have an opportunity to explore the platform and dig deeper into data and reporting features. January 17, 2023
- All families with an email in the HCPS mass communication system will receive an email outlining the FEV Tutor platform from HCPS. The communication will include embedded video links to help navigate and explain the services FEV will offer.
- All students have access to drop in HW help and can schedule individual weekly sessions.
January 18, 2023
- School administrators will communicate with school communities and staff to design consistent school-based communication plans through classes i.e., advertisement on website, in halls/classes, etc.
Option 1: Drop-In Homework Help- this option is best used when students are having difficulty with an assignment.

Are you interested in becoming a teacher?
The Growing Exceptional Teachers More (GET More) Program. The Growing Exceptional Teachers More (GET More) Program provides tuition reimbursement equivalent to the negotiated tuition reimbursement rate for instructional staff (currently $300 per graduate credit hour) for employees who HCEA-ESP or AFSCME represents. This tuition reimbursement assistance aims to allow program participants to complete a teacher certification program in a high-needs area of teacher education, with the ultimate goal of receiving their teacher certification and returning to work as a teacher in HCPS.
This program allows participants in the program to be eligible to receive up to 12 weeks of paid internship when meeting specified criteria. The GET More program is open to employees who have been employed with HCPS for one or more years of service with HCPS. Student Services Standout Award (STAR Award)
The Office of Student Services is accepting nominations for the STUDENT SERVICES STANDOUT AWARD (S.T.A.R. AWARD). This award is presented once per semester (biannually) to a nominated member of the Student Services staff. The nominee must currently be an employee budgeted under Student Services who is based in a school or Central Office. This would include staff under the offices of School Counseling Services, School Health Services, Psychological Services, Social Work, or Pupil Personnel Services. Any person, regardless of position or relationship to the nominee, including students, may make the nomination. The nomination form and supporting narrative must be submitted by December 1 or May 1 of the respective semester. Nominations must be for individual employees and not a group of employees. Reminder: Upcoming Board Budget Public Input Session
New Mileage Rate Effective January 1, 2023
Harford County Public Schools reimburses employees at the Internal Revenue Service (IRS) standard mileage rate for business use of personal vehicles. The IRS announced a change in the mileage reimbursement for 2023. Beginning January 1, 2023, the standard mileage rate for use of a personal vehicle will be 65.5 cents per mile for business miles driven. Employees who are approved for mileage reimbursement should download an updated Employee Expense Reimbursement Voucher for mileage incurred on or after January 1, 2023. (This form is posted to the Business Services’ Accounts Payable SharePoint page.) Please submit a separate form for July 2022 through December 2022. Additional details may be found in the Employee Memo Also, be sure to save the form to your own computer. The default folder is saving information to Share Point. 2022 W-2 Forms Information
W-2 forms will be placed in the courier on or before January 31, 2023, for calendar year 2022 wages.
Annually, the Finance Office provides an explanatory memo assisting employees to reconcile their final pay stubs for the year to the W-2 form and to answer frequently asked questions over the years. Click here to view the memo online or to print a hard copy of the memo if desired. Please print and share the memo with non-networked colleagues at your location.

Joppatowne Elementary Fifth Graders Bring Home Regional Win in Stock Market Game
Joppatowne Elementary School is pleased to announce that a fifth-grade team of students won first place at the regional level for elementary schools while participating in the fall Stock Market Game. The Maryland Council on Economic Education (MCEE) organizes this competition every year. The Stock Market Game is a hands-on learning tool to help students build a fundamental understanding of investing while providing them with real world skills in math. The winning team of students include Corrine DuVal, Emily Friskey, Marco Manzotti, Vivienne Nave, Vincent Peterson, and Harlan Wilson. Proud to announce our regional winners from Joppatowne Elementary are Mrs. Jessica Hichkad, Principal, Mr. James Kane, Assistant Principal, and Mrs. Kathleen Thompson, Gifted and Talented Specialist.

Scholarship Opportunity - Maryland Retired School Personnel Association (MRSPA)
The Maryland Retired School Personnel Association, through its MRSPA Fund, is offering three $2,000 scholarships to public school employees in Maryland who are enrolled in a program leading to teacher certification or certification as a school counselor, speech and language pathologist, physical or occupational therapist, school social worker, administrator or supervisor, media specialist or school psychologist. Applicants must hold a high school diploma or GED certificate.
The scholarship is also available to certificated teachers who are pursuing certification in another area or level of teaching or to become qualified as one of the above-listed education specialists. Applicants must be current employees of the Board of Education and must intend on working in a Maryland public school while working toward certification and upon completion of their requirements for certification.
Applicants apply online between January 3, 2023, and January 31, 2023, at www.mrspa.org. Winners will be notified by March 1, 2023. Additional information can be found at MRSPA Scholarship FAQ’s located on the www.mrspa.org homepage.
Health for the Holidays Wellness Challenge Winners
The first-ever HCPS Health for the Holidays wellness challenge has ended. The HCPS Wellness Committee would like to thank all challenge participants for their dedication to improving their personal health and wellness. Two hundred thirty-nine (239) staff members participated from 52 school/office locations! There was a 14-way tie for first place, with each member collecting 84 inches of snow through tracking various wellness activities. Due to the tie for first place, the total activity logged was utilized to select this challenge's first, second, and third-place winners.
Congratulations to our first place winner, Kristen Bard of Central Office! Kristen has won a Nutri-Bullet blender! In second place, Cheryl Oricchio of Aberdeen High School has won a CareFirst folding chair, and in third place, Fred Hatfield of Fallston Middle has won a FitKit.
Thank you again to all challenge participants, and congratulations to our three grand prize winners. We look forward to bringing you more fun, exciting health and wellness programs, resources, and events throughout the school year.

COVID-19 Breakthrough Leave Survey Link
Employees who have received the primary vaccine series and at least one (1) booster can submit verification of their vaccination status through an online employee survey to be eligible for COVID Breakthrough Leave for the 2022-2023 school year. Individuals who already submitted both their primary vaccine series and booster information during the 2021-2022 school year will not need to complete this survey again. Information collected from the COVID Breakthrough Leave survey will be utilized for the 2022-2023 school year to determine COVID Breakthrough Leave eligibility. CVS/Caremark Service Reporting Tool
Employees who wish to provide feedback related to their experience(s) obtaining medications through CVS retail pharmacies are advised to complete the CVS/Caremark Service Reporting Tool, available on SharePoint. This report is monitored bi-weekly by a member of the Benefits Office for further assistance and tracking of member service feedback. To access this form, visit the Harford County Public Schools – SharePoint Home Page.
