NASD Title Programs Overview
The US Department of Education (USDE) created the Title Program to provide underfunded school communities the resources needed to ensure that students are afforded the same educational opportunities and ability to succeed as their peers.
Between late Spring and early Summer, USDE will provide preliminary allocation amounts so that school districts are able to appropriately plan for the coming academic year based on approximate figures. It is expected that the allocation amounts are subject to change and can fluctuate either up or down. Around February or March, USDE usually releases the final allocation amounts for school districts. NASD’s SY 22-23 preliminary allocations are as follows:
2022-2023 Preliminary Allocations
Title IA - $2,695,519
NASD operates (12) Title I Schoolwide Programs in each of our buildings in order to provide needed flexibility to provide supplemental services to any student who’s identified as needing additional support or personalized instruction.
Title ID - TBD
NASD, because we have Montgomery County Youth Center within our district boundaries, is provided a Title ID allocation to assist MCYC in providing educational services meant to carry out high-quality educational programs to prepare children and youth for secondary school completion, training, employment, or further education.
Title IIA - $294,672
The purpose of Title IIA funds is to provide students access to educators that are highly-qualified and effective in helping them meet the challenging state academic standards. If all teachers are considered qualified, school districts are able to use these funds for the purpose of class size reduction. NASD chooses this option annually in order to broaden the number of educators that it's able to bring into its schools for class size reduction.
Title III - $250,689
In order to assist EL students in developing English proficiency and meeting the Commonwealth’s rigorous academic standards, NASD utilizes its Title III allocation for bilingual community liaisons assigned to each building to facilitate communication with and provide support for EL parents & families.
Title IV - $218,554
Combined Title IIA & IV Allocation - $513,226
Title IV funding is intended to provide all students access to a well-rounded education and to improve school conditions for student learning. NASD utilizes this allocation for class size reduction by combining it with our Title IIA funding.
Total Title Allocation - $3,459,434
One of the main requirements for NASD to continue to be eligible for this federal funding is meaningful and open communication between school communities and the parents and families of students. Meaningful participation of parents and families in the education of their children has been demonstrably proven to increase the academic achievement of our students. Because of this, we welcome and encourage our students’ parents and caregivers to review the information within this newsletter and offer their input and questions in the Federal Programs Stakeholder Survey.
Federal Programs Stakeholder Survey
The Norristown Area School District conducts an annual review to assess the effectiveness of its Title I programs. Parents, guardians, and caregivers are encouraged to familiarize themselves with NASD's District Parent and Family Engagement Policy and the Parent and Family Engagement Policy of their child's school.
You are cordially invited to submit information requests and provide constructive feedback on how NASD communicates with its families, implements federal programming, and considers new programs or initiatives aimed at addressing the needs of our students, families, and community.

Stakeholder Meeting: Review & Discussion of Title IIA and Title IVA Allocations
The Norristown Area School District will be reviewing and discussing recommendations for our 22-23 SY allocations for Title IIA and Title IV at the June 15, 2022 Facilities and Finance Committee Meeting in the Administration Building Board Room. Parents and caregivers are cordially invited to attend and provide their feedback and input.
The meeting will take place at 6:00 PM on Wednesday, June 15th at the Administration Building.
Anyone wishing to make a public comment at the committee meeting must email Superintendent Dormer in advance at cdormer@nasd.k12.pa.us. Please submit your name, address, affiliation (if applicable, and if you are speaking as a member of, or on behalf of, a group or organization), and the topic of your public comment.
A summary of what will be covered for Title IIA and IV is available here! You can use the Federal Programs Survey to provide commentary or ask questions in advance of the meeting if you are unable to attend!
Welcome Back Parent Volunteers!
In the upcoming school year, the Norristown Area School District is permitting school buildings the option to allow the return of parent volunteers to assist in various activities throughout the day! Building principals will determine the specific ways they will welcome parent volunteers within their schools to assist with activities.
Volunteers play an important and valuable role in helping the district reach its goal of increased academic achievement for each and every one of our students. We are truly appreciative of the commitment and dedication of parents and community members who freely share their talents and resources.
The purpose of this Google Form is to collect contact information from parents that would be interested in volunteering within their child's school so that we're able to provide you with updates, information on clearances, and opportunities that arise throughout the year.
Those interested in volunteering will need to attain PA Criminal Background & Child Abuse Clearances. Both are FREE of charge.
If you have lived anywhere outside the Commonwealth of Pennsylvania within the last 10 years, you will also need an FBI Fingerprint Clearance. These cost approximately $25 and can be attained with information available at the link posted above. Information on frequently asked questions for parent volunteers is available here.
Please take the time to fill out the form in its entirety. If you have any questions or would like to be provided more information on a specific topic, there is a comment section at the end. B. Ratkiewicz, Federal Programs Coordinator, will respond at his earliest convenience.
