Reasons why the Articles of Confederation failed.

Passing a law or amending one.
In order to pass a law, the government need 9 out of the 13 states' approval.
In order to amend a law, the government needed all 13 states' approval (which was nearly impossible).
National government couldn't tax the states.
No executive or judicial branch of government; only one legislature where each state had one vote.
Suffering.
Economically, the states had began to suffer, especially when each state started taxing one another and hurting trade.
