April Action Items:
April 7, 2023: Deadline for the 2021–2022 IDEA-B LEA MOE Exceptions Workbook Submission
- TEA sent notification Thursday, March 2, 2023 regarding the availability of carryover and any reallocation amounts. The deadline to submit amendments is 5:00 p.m. Central Time, June 2, 2023.
- Don't forget to register for the What Drives Winning Conference in Dallas on May 31st - June 1st. If you are a T1 & T2 SSA member you get to send 5 participants at no cost. All LEAs are invited to join! See details below.
- ESSER Supplemental Final allocations will be communicated from TEA in April-May timeframe. Until this time there is a 25% hold on final reimbursements.

ESSER
- Review your ESSER SSA Budget Summaries in your Region 10 ESSER Google Drive. If you need to amend please contact Sonya.Carpenter@Region10.org or Penny.Douglas@Region10.org.
- Region 10 will be amending the ESSER Applications May 1. Any new amendments that require prior approval need to be in by April 28 or you will have to wait until the next time Region 10 submits an amendment.
- ESSER Supplemental Final allocations will be communicated from TEA in April-May timeframe. Until this time there is a 25% hold on final reimbursements.

2022-2023 Final Entitlements
Final entitlements for programs in the 2022–2023 ESSA Consolidated Federal and the 2022–2023 Special Education Consolidated (Federal) Grant Applications are now available on TEA’s Entitlements web page
LEAs will not be able to apply for their final entitlements at this time
To reduce administrative burden, LEAs will be able to submit one amendment to apply for their final entitlements, carryover, and any reallocation amounts
- Final ESSER Supplemental amounts will be posted Late April/ Early May timeframe; until this time there is a HOLD on the last 25% of your reimbursement amounts.
2022–2023 Preliminary Summary of Finances (SOF)
- State Compensatory Education (SCE) tier counts––Adjustment to LPE and DPE using PEIMS Fall Snapshot counts of economically disadvantaged students by census block group by tier. A campus detail report is available to view from line 23 of the SOF report, and a summary of the SCE allotment is viewable on the Tier One Detail Report. This update impacts the districts’ cash flow.
Note: Maintenance of Effort and Equity (MoQ) calculations on the Other Programs Detail Report will continue to change through near-final and final settle ups.
Forthcoming updates (March 2023) to the 2022–2023 SOF reports will include:
- ADA and FTEs––Adjustment to DPE only, using PEIMS Fall enrollment and prior year’s attendance to enrollment ratios. This adjustment attempts to project settle up and will NOT impact cash flow. Districts should use local state aid templates to estimate settle up, as districts have access to more up-to-date attendance information locally.
For charter schools, the SOF reports reflect self-reported attendance from the Foundational School Program (FSP) system.

The Safety 1st Conference is committed to providing training and workshops to assist our schools with providing a safe and secure school environment for our students and staff. Superintendents, school police chiefs, security directors, staff and leadership face unprecedented social changes, potential targeted acts of violence and catastrophic events in our nation’s schools. In this one-day school safety summit, Region 10 will bring together some of the country’s most experienced school safety experts to assist you in preparing for multiple situations our schools face in today’s climate.

State's School Safety/Mental Health Training Requirements
Visit the state’s school safety/mental health state training requirements that include the TEC code, TASB policy, and many other items a district needs to be aware of under our District Resources page.
Title IV, Part A Federal funds cannot be used to meet state or local safety and mental health requirements. LEAs and ESCs can use this chart to help with Title IV, Part A use of funds questions.
Below are links to several state and local required activities that overlap with Title IV, Part A Federal Programs. The LEA would have to meet these requirements before using Title IV, Part A funds to supplement additional needs.

- ESSER II ends on September 30, 2023
- ESSER SUPP ends on August 31, 2023 *Final allocation adjustments will be late Ap/early May. There is a hold on the last 25% until allocations are adjusted.

PFE Compliance Calendar
- Conduct Parent-Teacher Conferences where school-parent compacts are discussed (required at the elementary level.) ESSA Section 1116 (d)(2)(A)
- Convene and document the Title I, Part A Annual Parent Meetings for each Title I, Part A Campus. ESSA Section 1116 (c)(1): explain the program requirements, inform parents of their right to be involved, and explain the Reservation of Funds for parental engagement and the parents’ role in deciding the use of the funds (for schools receiving $500,000 or more Title I, Part A funds.)
- Provide communications about the Title I, Part A program in a format, and the extent practicable, in a language parents understand. (Provide information to parents in a format and language they understand is practiced throughout the school year.) ESSA Sections 1112 (e)(4) and 1116 (b)(1) & (e)(5)
- If this has not been done already, distribute the District and Campus Parental Engagement Policies to parents and families. ESSA 1116 (a)(2) & (b)(1) o If this has not been done already, distribute the School-Parent Compact to parents and families. ESSA Section 1116 (d) o The Schoolwide Plan/Campus Improvement Plan shall be available to parents and families. ESSA Section 1114 (b)(2) & (4)
- A school district that assigns an inappropriately certified or uncertified teacher to the same classroom for more than 4 consecutive weeks during the same school year shall provide written notice of the assignment to a parent or guardian of each student in that classroom. ESSA Section 1112 (e)(1)(B)
