Board of Education Meeting | November 12, 2020



That the Board of Education appoint Gina Faso to fill the current Board vacancy. The appointment will be for a period of time consistent with the requirements of the Illinois School Code.

School Board Members' Day | November 15

The Superintendent and District as a whole recognized and thanked our District 25 Board Members for their dedicated service.

Summary of Public Comments submitted via Email:

  • Use metrics to determine any change & stay in hybrid/remote (25)
  • Provide for choice and implement full in-person learning as current metrics support (33)
  • Use a point-to-point measurement process (1)
  • Add every other Monday into the hybrid model (1)
  • Do not change teachers (1)
  • Have K-2 students go full in-person (1)
  • Remote Early Childhood has been wonderful - kids are safe and teachers are wonderful (1)
  • Go remote after the holidays for 2 weeks (1)
  • Kenosha School District is keeping schools open because it is in the best of interest of students; D25’s actions do not feel schools are essential (1)
  • We need better leadership to support our children (1)
  • Teachers have been amazing. District should plan now for 2021-2022 full in-person choice (1)

Dr. Bein's presentation to the Board gave an update on the Transition Model of Reopening. Within this presentation were results from the survey sent to all families on Wednesday, November 4 asking for input on three questions related to moving to a full in-person learning model.

The Board then made the following motions based on Dr. Bein's presentation, discussed them, and voted.


That the Board of Education direct the Superintendent to prepare for full in-person learning with a target date of January 19th with the option of full-remote learning, and implement the model only when the following metrics are met:

  • An ability to maintain necessary staffing coverage, including substitutes; and
  • The District will to the greatest extent possible maintain 6 feet from point to point (i.e. center of chair to center of chair)
  • With the understanding that the Illinois Department of Public Health (IDPH) and the Illinois State Board of Education advises that students be seated 6 feet apart to the greatest extent possible; and
  • With the understanding that the American Academy of Pediatrics advises that physical distance between desks should follow current public health guidance, but that in the absence of specific guidance, desks should be placed at least 3 feet apart; and
  • < 8% positivity rate in Region 10 as reported by the IDPH; or
  • < 70 new cases per 100,000 in Arlington Heights zip code in a 7 day period; and
  • Flat or decreasing trend of Covid19 positive cases in District 25 and/or
  • Decreasing trends in all of the above metrics that point towards them achieving the above metrics; and
  • As a part of this directive, the Superintendent should review metrics on a weekly basis

That the Board of Education approve an additional nine temporary positions to assist with contact tracing for the 2020-2021 school year with the cost not to exceed $98,077.

Approval Highlights

  • Along with their normal, every day duties, our school nurses and building administrators are primarily responsible for contact tracing at the building level.
  • It's becoming overwhelming and these buildings need some additional support with contact tracing.
  • Contact tracing needs are growing.
  • Change to presentation: hours per day reduced of proposed employees thus lowering the cost to $98,077.

That the Board of Education direct the Superintendent to modify the current hybrid model, and current parent selection of hybrid model to afford an increase in the number of students attending classroom sessions beginning November 30 through the start of full in-person learning.

Approval Highlights

  • Finding ways to give students who are identified with a need more in-person learning instruction.
  • Finding ways to invite some hybrid students for increased in-person learning opportunities based on the space in buildings and classrooms.
  • These are examples given to help guide the Superintendent and her team into finding increased in-person learning opportunities.

That the Board of Education approve Illinois Public Risk Funds as the provider of the Workers’ Compensation insurance for calendar year 2021 at a cost of $382,507.

That the Board of Education approve the Memorandum of Understanding with the Arlington Teachers Association as submitted.

Approval Highlights:

  • This is related to the Transitional Model of Reopening.
  • It captures from when District 25 started the school year, in full-remote, through our current hybrid model. It does not address any potential next steps in the Transitional Model of Reopening.
  • Any potential future change will require the ATA and Administration to bargain the impact on the working conditions.
  • Meetings have already been scheduled to discuss that.

Five-Year Facilities Capital Plan

Capital improvements ensure our buildings are maintained in a consistent manner and to ensure our buildings perform at a high level for our students and staff. Capital improvements consist of projects in the areas of Roofing, HVAC, Plumbing, Electrical, Paving, and Flooring. Miscellaneous renovation projects are also included in these capital projects to enhance the teaching and learning environment.

The Five-Year plan was presented to the Board at this meeting with the final recommendation for 2020 projects being presented at a future Board meeting for approval. ComEd, and other grants related to these projects will also be applied for, if it is determined they are eligible for reimbursement.

Due to Governor Pritzker's November 13 Disaster Declaration, in-person attendance for this meeting must be limited to 10 people. Also, we do not have a space for an overflow attendance room due to this meeting being held on the same night as Parent-Teacher Conferences. Therefore, this week's meeting will be limited to the Board members being in-person, but community members will only be able to attend remotely by watching the livestream of the meeting.
