About the Meeting

The School Board received Head Start Governance Training at 5:30 p.m. followed by the regular meeting of the School Board at 6:30 p.m. (closed session) and 7:30 p.m. (open session) on Monday, August 1, 2022 in the School Board Room at the Walker-Grant Center, 210 Ferdinand Street, Fredericksburg, VA.

Students from James Monroe High School presented a video describing the Character Education Spotlight which was Civic Responsibility.

Cameron Joseph was recognized by the principal of JMHS for his initiative in being a part of the solution at JMHS.

Monthly Financial Report

The monthly financial report as of June 31, 2022 was submitted for School Board review. In the Operating Fund, FCPS has received 7% of budgeted revenues and spent 5% of budgeted expenditures. This compared to 7% of budgeted revenues and 9% of budgeted expenditures as of this time last year. In the Special Revenue Fund, FCPS has received no budgeted revenues and spent 3% of budgeted expenditures. This compared to 3% of budgeted revenues and 3% of budgeted expenditures as of this time last year.

ESSER I funds expire September 30th and have been spent as if June 30th. FY23 begins with an ESSER II balance of $2,038,752.70 and an ESSER III balance of $5,554,984.10. We will be submitting revised budgets for both grants soon.

Availability of School Division Policies and Regulations

The Clerk shared that the Fredericksburg City Public Schools Policy Manual was located under the BoardDocs link on the School Board web page of the Fredericksburg City Public Schools website. A physical copy of the manual was kept in the School Board Office.

Facilities & Safety Update

The following information was shared with the Board.


Facilities Update

Chiller Replacements at Lafayette Elementary and Walker Grant Middle School were fully installed and operational. Final punch list items, such as labeling, were currently being completed.


The Lafayette Elementary portable chiller was still operating to full capacity. The permanent tandem chillers that were originally going to be set on their new platforms September 14th have again been delayed.


Bioretention Project at Lafayette Elementary School is now completed, and an inspection by the City was conducted this afternoon.


The newly expanded Nursing and Cosmetology labs at JMHS are currently in use. FCPS is still waiting on some new equipment and furniture.


Water Savings:

The installation of energy efficient flush valves and faucets at Walker Grant Middle School, Lafayette Elementary, and Hugh Mercer Elementary has been completed.


LED Lighting:

A pre-construction meeting with the contractor is scheduled for September 19th. The division-wide project will begin September 26th. Work will take place after regular school hours during evening and nighttime shifts to avoid interrupting instruction. This project is anticipated to be completed for all schools by March 2023.


Walker Grant Middle School Boilers:

Boiler replacement is still scheduled for Summer 2023. The new boilers will have stainless steel heat exchangers providing for a longer life than standard heat exchangers.


Hugh Mercer HVAC/Air Handler Replacements:

The HVAC air handling replacement project at Hugh Mercer Elementary begin in Summer 2023.


On August 30, 2022, Dr. Catlett, Dr. Eberhardt, Mike George, Angie Roenke, and Katie Hornung met with Fredericksburg City Law Enforcement and Rescue Services officials.


The following updates were provided:

FCPS staff and faculty provided positive feedback on the Avoid, Deny, Defend Training that took place August 1 through August 5 at each school site. Staff was prepped for safety responses which included focus on escape, how the SWAT team would respond, tourniquet use, and medical “go” bags. There was universal agreement that children are our number one priority.


Chief Information Officer Mike George reported that camera systems at all schools were nearing completion in terms of installation and configurations. Once completed FXBG police representatives would take part in training on how to use the updated camera systems.

School leadership teams will engage with the Mobile Command Vehicle and Bearcat under the supervision of Battalion Chief Jack McGovern during the month of October to better understand how emergency response team equipment would be used in the event of a threat.

FXBG Law Enforcement teams were enthusiastic about the upcoming Safety Summit, being held at James Monroe High School on September 24th from 9:00 a.m. to 10:00 a.m. Police Chief Brian Layton arranged for the sharing of the event on Facebook by reposting James Monroe’s post. Chief Layton reported that the FXBG Police have 32,000 followers.

Mrs. Pomeroy shared information regarding the following grants that FCPS received:


B-Wet Grant received for $236K over a three-year period.
Giant Food for over $26K. The funds are to be used to address student hunger.
