House Bill 3 Information for parents

The Texas legislature passed House Bill 3 (HB 3) during the 88th Regular Legislative Session which requires a minimum of one armed security officer during school hours at District campuses. The new statute states that an armed security officer must be: (1) a school district peace officer (only available if the District has its own police department); (2) a school resource officer; or (3) a commissioned peace officer employed as security personnel. Lago Vista ISD committed to evolving to meet the safety needs of students and staff and is currently exploring how best to comply with new requirements resulting from the passage of HB 3.

The new law allows a school board to claim a good cause exception and identify an alternative standard if lack of funding or availability of personnel makes complying with House Bill 3 impossible. Currently, both are true - there is inadequate funding to fund all of the required positions and there is a shortage of available personnel who qualify to serve as an armed security officer under Section 37.0814(a). As such, the Lago Vista ISD Board of Trustees voted to claim a good cause exception due to a lack of adequate funding and qualified personnel.

As a priority step, the District is currently working with the City of Lago Vista and the Lago Vista Police Department to develop and approve an agreement to provide a school resource officer in the 2023-2024 school year, with the intent of additional SROs added in subsequent years until full compliance with HB 3 is met. The Lago Vista Police Department is also currently providing increased patrols and campus walkthroughs at each campus in the District. We are grateful for our continued partnership with the city and our local law enforcement and their efforts towards ensuring the safety and security of our students, staff, and visitors.

In addition to working to establish a school resource officer program with the City of Lago Vista, the District is also evaluating the other allowable alternatives that satisfy exceptions to the requirements of HB 3. Options under consideration include armed security guardians, employee guardians, and contracting with a security services contractor to provide commissioned security officers as defined by

Texas Occupations Code section 1702.322.

NEW THIS WEEK

This week we unveiled two new weekly Facebook campaigns: “Member Monday” and “Where are They Wednesday?”. Check out these weekly posts on the Lago Vista Vikings Booster Club Facebook page. Below are this week’s highlights.

Don’t forget to sign up for our Member Night Out on Saturday, September 23rd at 6:30 p.m. at Darling Art School here.

Stay tuned for our new website, currently a work in progress and follow us on Facebook!

MEMBER MONDAY

The Booster Club continues to grow in an effort to support the needs of both the Lago Vista MS and HS athletic programs. The largest concession fundraiser, by far, is Varsity football!! It takes so many of us members and parents coordinating each week to prepare and organize for game day, and it wouldn’t be possible without the support from our volunteers who help with the tedious “background” work.

The Booster Club would like to recognize those volunteers who go above and beyond each week. We are soooo excited to debut our "Member Monday”! For the first time, we would like to recognize and thank our very own Viking mom, Kelli Wilder!!!

For those who may not know her, Kelli brings the “E” to enthusiasm! She has gone above and beyond these past couple of weeks helping us execute a seamless start to our Viking football season. When you look up the word "volunteerism", Kelli demonstrates all the attributes associated with it: selflessness, being a team player, optimism, and most definitely (in Kelli’s case) laughter! Whether it's hanging 70 Shout-Out banners (in 100+ degree weather) or helping to get the reserved Valhalla parking signs out before game time, volunteering in concessions during the week to help cut veggies, bag pickles, or simply whatever else is needed, she is there with a smile and a laugh for us all. We are so thankful and blessed to have Kelli and her grill-master husband, Chris, who also gives so much of his time to the same cause, as our members of the week!!

(*Note: their son, Ben #51, is a senior this year and plays OL/DL for the Vikings).

WHERE ARE THEY WEDNESDAY

One of the LV Vikings Booster Club's main purposes is to support our student-athletes by providing scholarships to eligible seniors who are attending private or public college or universities or trade or technical schools. We are so proud of our amazing Lago Vista alumni, so we have established "Where are they Wednesday?" to recognize former Booster Club scholarship recipients.

This week, we are recognizing Morgan Burke. Morgan is a 2023 graduate of LV High School where she participated in golf, volleyball, track & field, and basketball. She also participated as a student Athletic Trainer, assisting with the football team throughout practices and games.

Morgan is currently attending Texas A&M University in College Station, studying kinesiology on a path towards athletic training. Morgan said "I am finding my place here and making goals. Some of my goals are to create stronger bonds with people, join an organization, get more connected with the sports teams, and become an Athletic Trainer with Texas A&M." No doubt in our minds, Morgan will accomplish anything and everything she sets her mind to! Check out her video on our Facebook page.

Whitney "HotShot" Vaughan-Christopher Memorial Scholarship Fund

Whitney’s dedication and commitment in LV sports awarded her Top Female Booster Scholarship. A shout-out banner is now hanging at the start of Victory Walk at the LVHS Football field to honor Whitney Vaughan-Christopher. Passion committed her to every Viking athlete through her Athletic Training at LV. With her family, we would like to continue her legacy and STAY STRONG. Donations will go to her Memorial Scholarship Fund for the future.
