OPTIONAL MASK PLAN
A new law signed by Governor Glenn Youngkin makes wearing a mask optional for children in schools across the Commonwealth.
Governor Youngkin signed SB 739 on Wednesday, February 16, 2022. The law states:
Notwithstanding any other provision of law or any regulation, rule, or policy implemented by a school board, school division, school official, or other state or local authority, the parent of any child enrolled in a public elementary or secondary school, or in any school-based early childhood care and education program, may elect for such child to not wear a mask while on school property. A parent making such an election shall not be required to provide a reason or any certification of the child's health or education status. No student shall suffer any adverse disciplinary or academic consequences as a result of this parental election.
This law takes effect no later than March 1, 2022.
During a special called meeting on Friday, Feb. 25, 2022, the School Board voted to make student masking optional on school property. Additionally, the School Board voted to eliminate the vaccine or testing mandate for Norfolk Public Schools employees, as well as progressive disciplinary actions associated with the failure to comply.
Norfolk Public Schools will continue to follow guidance from the Centers for Disease Control and Prevention and to employ the strategies noted within the NPS Health Mitigation Plan to include social distancing, handwashing and sanitizing, as well as cleaning and disinfecting our schools and other division facilities.

MASKS/MÁSCARAS
Norfolk Public Schools Parents and Guardians:
As approved by the City of Norfolk School Board during its special call meeting Friday, February 25, 2022, mask wearing will be optional for students within Norfolk Public Schools’ buildings and facilities. This update takes effect March 1, 2022, and reflects the law enacted by Virginia’s General Assembly and signed by Governor Glenn Youngkin on February 16, 2022.
As a part of this update, parents are not required to submit documentation or provide an explanation as to why they are permitting their children to exercise the option not to wear masks.
As required by federal law, students must continue to wear masks while on school buses. Students who are actively symptomatic for COVID-19 while in school and students who wish to return to school early from quarantine must also remain masked.
Officers, employees, parents, and visitors must continue to wear masks while in Norfolk Public Schools’ schools and facilities as part of the division’s efforts to mitigate the spread of COVID-19.
Additionally, during the special call meeting on Friday, the School Board voted to eliminate the vaccine or testing mandate for Norfolk Public Schools’ employees, as well as progressive disciplinary actions associated with the failure to comply.
RESPONSIBLE USE OF SOCIAL MEDIA
Since the beginning of the school year, schools across the nation have experienced a variety of issues related to social media. While social media does have positive qualities such as connecting with family and friends, establishing networks, etc. it can also be used for nefarious purposes.
For example, Tik Tok (a video-focused social network) related challenges inciting violence towards schools that have included vandalizing school bathrooms, slapping teachers, etc.
There are also Instagram pages run by students that encourage posting pictures that were taken during school hours. While some may consider these types of posts amusing, we do not.
Being a digital citizen, someone who has an identity on the Internet, comes with many rights and responsibilities which are intended to protect you as well as everyone else with whom you interact.
These Tik Tok challenges and IG pages are examples of the inappropriate use of social media. Unfortunately, when social media is misused and a connection to the school is established, there are consequences. Some postings may be considered harassing and menacing and could result in school detention and/or suspension. We prefer to avoid these situations, but we need your help. Parents and guardians, please join us in speaking with your children about the ramifications of their decisions. In addition, we implore you to closely monitor your child’s use of social media. Let’s work together to ensure that our students are in a safe and secure learning environment.
Below you can find the student code of conduct.
LEAVING CAMPUS
STUDENTS WHO LEAVE SCHOOL EARLY
Students who leave school early must exit the building at the conclusion of their last class of the day. Students may not loiter around the building or stand around in the main foyer. They must go directly to either their vehicle, parent pick-up, ride share pick-up, HRT bus stop, or walk (for those who normally walk to/from school). Exceptions will be made for inclement weather, in which students will be allowed to remain in the foyer (by the stairs).
INTERIOR DESGIN SUMMER WORKSHOP
Registration For Summer 2022 Is Now Open.
CHOOSE FROM TWO ONLINE AND TWO ON-CAMPUS SESSIONS FOR SUMMER 2022
If you are a high school student or know one who has an interest in pursuing interior design at the college level, make plans to attend one of the workshops in 2022!
The Youth Interior Design Forum (YIDF) is a workshop open to high school students of any grade level and gives them the opportunity to experience interior design firsthand. The workshop blends tradition and innovation in creative learning, covering areas in applied critical thinking and exploration with materials. During the workshop, students explore the fundamentals of 2D and 3D concepts, learn basic drawing and illustration skills, play with color use and light effects, and learn how interior environments affect human behavior. Upon completion, students will have a portfolio of work (a required component for the application for many accredited college interior design programs), an official certificate of completion, and a waiver for an interior design 3-credit hour elective course if the student decides to apply and major in Interior Design at Ball State University.
Forum participants explore the design process, concept development, graphic communication, lighting design, materials and furniture selections/specifications, perspective drawings, and much more. Professors and teaching assistants walk students through the process from the beginning to the end. Students also have the opportunity to learn from industry veterans representing design firms and organizations while creative industry leaders from around the country host guest lectures and Q+A sessions with students.
The online forum workshops will use Canvas and WebEx or Zoom. Canvas provides a password-protected online environment where the students can submit their work and communicate with the professor and fellow students using discussion boards, chat rooms, and centralized email (Canvas Conversations). WebEx and Zoom allow us to meet with everyone in the workshop online without leaving the comforts of the home, but still allows the feeling of face-to-face interaction. The online workshops are synchronous (where everyone logs on to participate and meet at a certain time of day).
ARP/ESSER
ARP/ESSER stands for the American Rescue Plan Act Elementary and Secondary School Emergency Relief funds. This federal money is to help safely reopen and sustain the safe operation of schools and address the impacts of COVID-19 on students' academic, social, emotional, and mental health needs.
In the most recent distribution, Norfolk was awarded $113,301,572.62 in ESSER III funds.
Norfolk Public Schools seeks community engagement and feedback throughout the year on how to use these ARP ESSER III Funds most effectively to support our students. NPS has used this funding to expand summer school options, provide free one-to-one online tutoring, purchase school supplies and personal protective equipment, implement software to support online learning, and purchase water filling stations scheduled for installation in schools.
Read the full plan here. We want to hear what you think as well as your ideas for additional supports. Contact us at 757-628-3459 or tellus@npsk12.com.
FEDERAL IMPACT AID SURVEY
The annual Federal Impact Aid Survey went home last week. This very important document allows Norfolk Public Schools to qualify for federal funding to support public education. The Impact Aid program was designed to assist school districts that have lost property tax revenue due to the presence of tax-exempt Federal property, or experienced increased expenditures due to the enrollment of federally connected children. It partially compensates the school division for the education of children whose parent/guardians meet the following criteria:
· Military (US and Foreign) including National Guards and Reservists on active duty
· Employed on federal property
· Reside on federal property (military base housing)
· Reside in publicly-owned housing
Funds are considered general aid to school divisions and can be used for any purpose in accordance with local and state requirements to support:
· Salaries of teachers and aides
· Textbooks
· Computers and other equipment
· Instructional materials
· After school programs
· Remedial tutoring
· Special enrichment programs
Please make sure your student returns the survey to their teacher. They can also drop it off at the main office or at guidance.

AI VIRTUAL STEM CAMPS
MAURY GARDEN CLUB AND MAURY 4H
The Maury High School Garden was created to provide students with an opportunity to learn and incorporate basic gardening practices while providing produce and developing a wildlife habitat specifically for butterflies and native bees. To accomplish this mission and develop additional best gardening practices, we are partnering with the State of Virginia Extension Office (Virginia Tech) to include a 4H club. 4H (Head, Heart, Hands, and Health) can be described as America's largest youth development organization, with over 6 million young people learning "skills to lead for a lifetime." Nearly 1.8 million of the 6 million students are from urban areas. So Maury, with our collection of fruits, vegetables, and animals, is poised to incorporate "hands-on projects in areas like health, science, agriculture and civic engagement in a positive environment where they receive guidance from adult mentors and are encouraged to take on proactive leadership roles."
Our first meeting is on Wednesday March 2, afterschool in room 407. For more information about 4H please see https://4-h.org/about/what-is-4-h/
For more information about the Maury 4H or the Garden Club, contact Mr. George at ngeorge@nps.k12.va.us or in Room 407.

12TH GRADERS MUST HAVE THEIR SECOND MENINGOCOCCAL CONJUGATE VACCINE
12th Graders Must Have Their Second Meningococcal Conjugate Vaccine to Stay Enrolled In School.
The 2020 General Assembly passed House Bill 1090 which amends the minimum vaccination requirements for attendance at a public or private elementary, middle or secondary school, child care centers, nursery schools, family home day care, or developmental center
This legislation becomes effective July 1, 2021, and amends the Code of Virginia § 32.1-46.A.4 to require:
Two properly spaced doses of meningococcal conjugate vaccine (MenACWY). The first dose shall be administered prior to entry to the seventh grade. The second dose shall be administered prior to entry to the twelfth grade.
All 12th graders must have this vaccine within the first 90 days of school. This vaccine is available by your healthcare provider. Reminders will be sent to those who are not documented as having the vaccine in the Virginia Department of Health records and will be asked to provide verification.
