The Board of Education recognized and congratulated the South Middle School Girls and Boys and Thomas Middle School Girls and Boys Cross Country Teams that participated at the State Cross Country meet. The following names and accolades were recognized as well as the coaches:

C. Illinois School Board Member Day (November 15, 2023) & IASB Accomplishment
Superintendent Dr. Lori Bein recognized and thanked the District 25 Board of Education members for their volunteer service on School Board Members' Day. Dr. Bein presented the Board with a certificate from the Illinois Association of School Boards and signed by Dr. Bein, our Superintendent, and Ms. Alison Berg, District 25's Arlington Teachers' Association President, acknowledging the Board's efforts on behalf of District 25.
Additionally, the Board was recognized for an award they received from the Illinois Association of School Boards (IASB) for their collective work towards Board Governance efficiency and impact. This award recognizes both their individual commitment to professional development as a Board member, but more importantly, their collective commitment to continual growth as a Board. This is a two-year recognition, that 45 districts from throughout the state of Illinois received.

8. STUDENT LEARNING

Assistant Superintendent of Student Learning, Dr. Becky FitzPatrick, along with Sharon Nelles, Social Emotional Learning (SEL) & Literacy Coordinator, Janine Flauter, Windsor 5th Grade Teacher, and Jodi Christoforou, Olive-Mary Stitt 2nd Grade Teacher, presented the Board of Education with an update on the District's SEL curriculum.
The RULER Framework:
- 2019-2020, the District selected the RULER framework as their SEL curriculum.
- 2020-2021, RULER introduced and professional development provided for District 25 staff.
- 2022-2023, RULER implementation in the classroom and with parents, along with continued staff PD.
*RULER is an approach to SEL created by the Yale Center for Emotional Intelligence that supports positive emotional climates and the development of the skills of emotional intelligence in both students and adults in their lives.*

A. PRESENTATION OF THE 2023 TENTATIVE TAX LEVY
Adopting a levy on an annual basis is one of the major functions of our Board of Education. Revenues from local property taxes generate approximately 83% of all revenues for this School District.

Workers' Compensation Insurance Renewal for Calendar Year 2023
That the Board of Education approve Illinois Public Risk Funds as the provider of the Workers’ Compensation insurance for calendar year 2024 at a cost of $432,742.
Assistant Superintendent of Business/CSBO, Stacey Mallek, presented the renewal for 2024 Workers' Compensation Insurance which reflects a 5.87% decrease over the 2023 renewal premium, but an increase of 4.51% over the 2023 revised premium.

FY2023-24 School Maintenance Project Grant
That the Board of Education approve the FY2024 School Maintenance Project Grant application as presented.
Assistant Superintendent of Business/CSBO, Stacey Mallek, presented a grant to offset the cost of replacing the air handler units at Dryden Elementary School. This work was identified as “recommended” on our 10-year life safety survey and qualifies as a Health/Life Safety priority project. The project was included in the 2024 Facilities Capital Plan approved by the board on 02/28/23.

D. MOTION: APPROVED
That the Board of Education approve the resolution directing the transfer of funds from the working cash fund of School District Number 25, Cook County, Illinois, to the bond and interest fund of said District in anticipation of the collection of taxes levied by the District for bond and interest purposes for the year 2022 and such moneys so transferred to be reimbursed from such bond and interest taxes upon their collection.
Assistant Superintendent of Business/CSBO, Stacey Mallek, proposed to the Board a transfer of cash funds to the Debt Service Fund Balance in order to cover the bond payment due on December 1. The reason this transfer is needed is because of the delay in the collection of the fall tax bills this year. The plan is to replenish the District's cash funds as soon as the tax payment is received.

Assistant Superintendent of Personnel & Planning, Brian Kaye, presented a recommendation from the Professional Development Committee in response to a Memorandum of Agreement between AHSD 25's Board of Education and the Arlington Teachers' Association in the last contract negotiation.
