What was wrong?

*There was a lack of representation

*Citizens living in D.C had to

~fight in wars

~serve on juries

~pay taxes

*Washington D.C. was not originally intended to have residents

*D.C. isn't a state, therefor it didn't have the rights of one

The Amendment

*Proposed in June of 1960, only ratified by three states that year

*Ratified on March 29, 1961

*Ohio was the 38th (and final) state to ratify the amendment

*Arkansas rejected the amendment

*Many southern states were against it

*Gave the residents of the District of Columbia the right to vote for president and vice-president

*It did not grant the district residents voting representation in Congress
