The Government

Chum is an Indirect Democracy, so the citizens hold the power. They elect representatives to vote on decisions that need to be made. Everyone over the age of 20 has the right to vote.

Here there is a Federal Government. Powers are divided between the central government and several local governments. The main power is at the capital, Sao Paulo, but the power is also spread between the states. Among the 26 states there are many different needs, so a Federal Government helps this country run smoothly.

The relationship between the executive and legislative branch is Presidential Government. Here, the two branches are independent and co-equal. People elect both the President and Congress.

The current President is Dilma Rousseff.

Dominant Political Parties

There are any different political parties within Chum; however, the main parties are The Democrats and The Republicans. The President is usually from one of these political parties due to the fact that these parties have the most followers.

The Rights of Chum's Citizens

Chum's constitution looks much like The United States Constitution. The citizens are able to maintain their rights as long as they are not taking away or putting others rights in danger.


Since Chum is and Indirect Democracy, the representatives set the tax rate. Food and gas in Chum are not taxed. However, there is 3% sales tax on clothing. Income tax is based on your yearly income, so the more money you make the more taxes you pay. Property tax is based on the value of your home and the city and county you live.


If homeowner's do not pay their property tax a lean is put against their home and if it is not paid within a 6 month time period the government takes your home.

Most of Chum's population is located within these four major cities as well as suburbs of cities. Very few of the population is located in rural areas.

Location

The bordering countries of Chum include French Guiana, Suriname, Guyana, Venezuela, Colombia, Peru, Bolivia, Paraguay, Argentina, and Uruguay. Also, to the east of Chum lies the Atlantic Ocean.

Foreign Relations

Chum;'s foreign policy is usually based on the principles of of multilateralism , peaceful dispute settlement, and non-intervention in the affairs of other countries.


Alliances: United States, Canada, Mexico, China, French Giuana, Suriname, Guyana, Venezuela, Colombia, Ecuador, Peru, Bolivia, Chile, Paraguay, Argentina, and Uruguay.

Enemies: North Korea and Russia.


Chum's strongest alliance is the United States. This country is also alliances with Mexico because it borders the continent Chum is located on. China is also an alliance because we get a plethora of our clothing from them. Chum is alliances with French Guiana, Suriname, Guyana, Venezuela, Colombia, Ecuador, Peru, Bolivia, Chile, Paraguay, Argentina, and Uruguay because they are located on the same continent and Chum believes in helping their neighbors out and keeping a peaceful continent. Canada is an alliance because we provide them sugar for their syrup and they provide us multiple supplies.


North Korea and Russia are enemies of Chum because having an alliance with them and the United States would cause disputes, and Chum feels that with the same government as the United States they are a more reliable alliance.


Chum is neutral with many other countries because their goal is to keep a peaceful world.

Ongoing Conflicts

Chum is currently not in war or on high tensions with any other country.

There are only minor conflicts within the country, such as crime. There will be crime no matter what country you live in.

Economy

Chum's economy is a free market, which is organized like a capitalist economy. Chum's prices for goods and services are set freely by the forces of supply and demand and are allowed to reach their point of equilibrium without intervention by government policy.

Natural Resources

These include Bauxite, Gold, Iron, Ore, Manganese, Nickel, Phosphates, Platinum, Tin, Rare Earth elements, Uranium, Petroleum, Hydropower, and Timber.

With ideal weather Chum is able to have healthy exports in coffee, sugar, soya beans, textiles, and electrical equipment.


With many great natural resources, these have a huge impact on Chum's economy.

Language

The official language of Chum is Portuguese. Over 89% of the citizens are able to speak English also. 67% of the citizens can speak Spanish. 75% of the citizens can speak all three languages.

Employment

The employment rate of Chum is 67% and is continuing to rise. The minimum wage is 42 Chum Reals or $11.07. Overall, the country is not very wealthy but is stable.

Government's Effect On Chum's Citizens

Since Chum has a Federal Government, the states are able to decide whether they have the death penalty or not. Currently there are 5 out of the 26 states that enforce it.


Gun control is a big topic. People may carry them around if they have a permit. Chum's goal is to create a peaceful country, so there is no need to carry guns around for protection.


If a citizen is suspected to be a part of a terrorist group, they are immediately put into a prison in the state they reside in.


The Central Government has decided that if you are found as an illegal immigrant you have one month to pass the first step of becoming a legal Chum citizen before you get deported.


In each state, if you are caught going over the speed limit by 20 mph the fine is 1500 Chum Reals or $400.06 dollars.
