Perkin V State Plan Update
The Texas Education Agency (TEA) requests public comment on the state plan for the Strengthening Career and Technical Education for the 21st Century Act, also referred to as Perkins V. Stakeholders are encouraged to review the state plan and provide comments. The TEA has developed an electronic form to help stakeholders submit public comment. The state plan and electronic form can be found at the following website: https://tea.texas.gov/cte/
Perkins V includes key changes that will impact the implementation of CTE programs, such as an added emphasis on programs of study, the addition of a comprehensive local needs assessment, and the introduction of new CTE program quality indicators. The Texas Perkins V four-year state plan, covering all the requirements of the Act, will be submitted to the US Department of Education upon approval by the Governor and the State Board of Education in April 2020.
The public comment period will open January 17, 2020 and will close on March 17, 2020.
Comprehensive Local Needs Assessment
One of the most significant changes introduced in the Strengthening Career and Technical Education for the 21st Century Act (Perkins V) is the new comprehensive local needs assessment (CLNA). The CLNA is designed as the foundation of Perkins V implementation at the local level. This process provides an opportunity for districts to take an in-depth look at their entire CTE system and identify areas where targeted improvements can lead to increased opportunities and outcomes for student success. The local needs assessment can be a powerful opportunity to engage stakeholders in a common understanding and vision for the future of CTE in the local community.
The law states that local eligible recipients must complete a comprehensive local needs assessment related to career and technical education once every two years. The CLNA must be approved by the TEA prior to accessing the Perkins local application for 2020-2021. Below are some important dates related to CLNA:
- The CLNA will be released as a Special Collection (SC5600) in eGrants on February 7, 2020
- State and district baseline data needed to complete the CLNA will be available through TEAL
- State and regional labor market information needed to complete the CLNA will be provided on the CTE Webpage
- The CLNA deadline for submission is May 1, 2020
- The CLNA will be reviewed by the TEA prior to May 31, 2020
- Perkins local application opens on June 2, 2020
A CTE newsletter will be released with additional information once the CLNA (SC5600) is open.
Programs of Study TBD Courses
The Texas Education Agency is using the innovative course application process to create the to be developed (TBD) courses included in programs of study to make them available for the 2020-2021 school year. The instructional gap areas were identified by industry advisory committees to provide students with the skills necessary for postsecondary success. This process does not supersede or replace the State Board of Education’s (SBOE) TEKS revision schedule for CTE career clusters. All innovative course applications require approval from the SBOE before official implementation by local education agencies.
Volunteer committees comprised of industry experts and secondary and postsecondary educators met for two months to prepare 35 priority innovative course applications for submission by the January 17, 2020 deadline. Priority applications are scheduled to be submitted by their respective committees for approval. This initial step is followed by:
- A review of the application by the TEA’s Curriculum Department
- State Board of Education approval
- Approved innovative courses will be available in June 2020
This process does not guarantee that all TBD courses will be available for the 2020-2021 school year.
Combining CTE/Tech Apps and Removing Duplicate Courses
The 86th Texas Legislature, 2019, passed House Bill 963, which requires the SBOE, not later than March 1, 2020, to conduct a review of the TEKS for CTE and technology applications courses for Grades 9-12 and amend the board's rules to consolidate courses and eliminate duplicative courses. Below is a brief summary of the recommended actions discussed at the November meeting:
- Move Computer Science I (Tech Apps) to Ch. 130, STEM, and repeal Computer Programming I (CTE)
- Move Computer Science II (Tech Apps) to Ch. 130, STEM, and repeal Computer Programming II (CTE)
- Repeal Robotics Programming and Design (Tech Apps) and maintain Robotics I & II (CTE)
- Repeal Digital Video and Audio Design (Tech Apps) and maintain Digital Audio I & II (CTE)
- Move Web Communication (Tech Apps) to Ch. 130, Information Technology, and repeal Web Technologies (CTE)
- Move Web Design (Tech Apps) to Ch. 130, Information Technology, and repeal Web Technologies (CTE)
- Web Game Development and Video Game Design-keep both courses; move Web Game Development (Tech Apps) to Ch 130, Arts and A/V Technology, and Communication.
The SBOE first reading is scheduled for the January meeting.
New Energy Career Cluster
A new Energy career cluster was discussed at the SBOE at the November meeting to address Texas’ diverse economic landscape. Since 1901, Texas has been a leader in the production of energy. Texas’ geography and natural resources, excellent transportation system, skilled labor force, and leadership in environmental research give the state an energy advantage.
The following three energy related programs of study have been developed:
- Oil & Gas Exploration & Production
- Refining & Chemical Processes
- Renewable Energy
The following courses have been recommended to move from the Agriculture, Food, and Natural Resources career cluster into the Energy career cluster:
Texas OnCourse - NEW TOOL KIT - Career Assessment Resources (7th -8th grade)
Texas OnCourse has a new toolkit to assist you with endorsement selection and graduation planning this year. The toolkit is free and will only be available through March 20.
Eighth grade is an exciting year, but it can also be an intense one for you and your students –with endorsement selection and course planning on the agenda. Texas OnCourse built a tool called MapMyGrad to simplify the path to success by enabling students to learn about endorsements and draft graduation plans based on the courses offered at their selected high school. This year, they’re making it even easier with the free MapMyGrad Toolkit.
With the MapMyGrad Toolkit, you get:
· Lesson plans and activities incorporating MapMyGrad
· Frequently asked questions about endorsements and graduation plans so that you can be confident you have the most up-to-date, trustworthy info
· Assessment questions to identify where your students may need more instruction or support on endorsements and graduation plans

The RFA is for funds used to purchase, repair or replacement of equipment to support a new or existing Dual Credit CTE program. Areas to consider if you plan to apply:
• Eligible Applicants
· Texas School Districts
· Lower Division IHE’s (defined in the RFA)
• Eligible Participants to be served
· High School students who are enrolled in a Dual Credit/CTE program
• Maximum Grant Amount
· $220,000 max per award
• A letter of support from one Texas Employer and the High Demand confirmation form must be signed by the Workforce Solutions Deep East Texas Executive Director confirming that the Dual Credit CTE program targets a high demand occupation
