The right to bear arms

No Soldier shall, in time of peace be quartered in any house, without the consent of the Owner, nor in time of war, but in a manner to be prescribed by law.
What this means?
This means that a soldier should not rest in a house without the consent of the owner. Soliders do not like to rest in the house so an amendment was made. This amendment can be overturned only because of a war.
