Wayne County Board of Education Meeting Recap [6-29-22]

On June 29, 2022 the Wayne County Board of Education held a special called meeting. After Closed session to discuss personnel and consult with legal counsel, the Board returned and approved its meeting agenda.

Board approves budget items & Reports $7.1 million fund balance

Chief Finance Officer, Leslie Rouse, presented a Budget Amendment #3 for the 2021-2022 fiscal year. Ms. Rouse reviewed the increases and decreases that Wayne County Public Schools received since the last budget amendment. The total of all funds for this amendment was $269,478,406.23.

Before taking a vote, Ms. Rouse and superintendent Dr. David Lewis shared the current Fund Balance standing for local funds for the 2021-2022 year. Ms. Rouse indicated that the estimated Fund Balance can change based on any payables, receivables, or auditor adjustments that are processed after year end closeout. Ms. Rouse informed the board that as of June 29th, 2022 local revenues exceed local expenses by $7.1 million dollars.

Dr. Lewis informed the board of the three main contributing factors, which was ADM being held harmless, position formulas put into place, and lapsed salaries through vacancies. The ADM hold harmless provision allowed the district to receive state funds in excess of what WCPS would normally have received given its actual enrollment. Dr. Lewis indicated that the ADM hold harmless provision is expiring for the coming school year. This expiration will result in state funding levels that are more strictly aligned with the district’s actual enrollment. Dr. Lewis noted that the staffing formulas developed in response to the budget crisis two years ago are working well. The formulas now in use are closely aligned with state funding formulas, and should serve the district well as we seek to operate a balanced budget. Finally, Dr. Lewis discussed the concept of “lapsed salaries.” Essentially, these are funds that result from an inability to identify suitable candidates for vacant positions, resulting in unspent budgeted funds. Dr. Lewis noted that the staffing shortages felt by the district this past year led to higher than normal lapsed salaries.

In closing, Dr. Lewis praised all district and school level staff for their efforts in helping eliminate the district’s debt and rebuild the district’s fund balance. Following the 5-0 unanimous approval of the Budget Amendment #3, Ms. Rouse presented the Interim Budget for the 2022-2023 year which was also unanimously approved.

Board approves Fremont Elementary construction items

Assistant Superintendent for Support Services, Dr. Tim Harrell, presented two items specific to the new Fremont Elementary Construction project. The first was an addendum to the architect contract with Pinnacle Architect, P.A. (Design Firm & Project Manager). Essentially, the contract was negotiated, and the pricing was changed from a 5.5% cost of the total bid project to a $1.5 million flat fee, which created a savings of $463,775 dollars for Wayne County.

The other item presented was an amendment to the Guaranteed Maximum price with Daniels & Daniels Construction Co. (Construction Manager At Risk). Essentially, through negotiation, the price was lowered over $300,000 with several of the allowances reduced by half.

After some discussion of each item, both were approved unanimously 5-0.

Board approves Finance items, MOA and Consent Agenda

Chief Finance Officer, Leslie Rouse, presented the 2022-2023 insurance premium summary that was prepared by Surry Insurance. Ms. Rouse informed the board of the increase in policy coverage for the upcoming school year. The insurance proposal, along with the following purchase orders, contracts, and MOA, were unanimously approved:

Prior to adjourning, the Board approved its Consent Agenda, which included past minutes and a General Personnel Report.
