Approve for Publication the 2023-24 Budget Notice Hearing and Revenue Neutral Tax Rate Notice Hearing (10.1)
Amy Drogemeier, Executive Director of Business and Finance, presented the timeline for the annual budget process.
During the 2021 Kansas legislative session, SB13 and HB2104 were enacted – creating the Revenue Neutral Rate (RNR) that establishes the local county's calculation and communication of the RNR.
Johnson and Miami Counties calculated the Gardner Edgerton School District's 2023-2024 RNR at a mill rate of 54.905.
As a result, during the Regular Meeting of the Board of Education on July 17, 2023, USD 231 approved the Notice of Intent to Exceed the RNR by 6.899 mills. As presented at the August 14, 2023, Regular Meeting of the Board of Education, USD 231’s total proposed mill rate is 61.707 for the 2024 tax year; however, this reflects a 0.194 mill decrease over last year. This proposed mill rate represents the eighth year in a row that our mill rate has decreased and an overall decrease of 6.199 mills since 2016, saving our patrons money.
The public hearing for the RNR and the Budget will be held on September 11, 2023, at 6:00 p.m. at the Administrative Offices – 231 E. Madison Street.
Frequently Asked Questions
What is the Revenue Neutral Rate?
The Revenue Neutral Rate (RNR) is the tax rate that would generate the same property tax revenue as levied the previous tax year, using the current tax year’s total assessed valuation. Your property as a Johnson County property owner includes, but is not limited to:
State
County
City
School District
Library
Park and Recreation District
What does this mean for the typical homeowner?
Please note that a rise in appraised property value may increase property tax revenue – even if the mill levy rate goes down.
