2. Carbon dioxide concentrations in the atmosphere have risen from 290 parts per million (ppm) to 369 ppm.

3. Many climate researchers and policy makers are concerned that increased in population and rising standards of living will lead to ever higher levels of carbon dioxide and other greenhouse gases.

4. Droughts have also caused severe problems in the United States during the 20th Century.

Yes, it is a clear accurate statement saying the the winters were colder in the past then they are now. Back then they did not have the heaters or all the things we can warm ourselves with and so it made it even colder to live in the past. Now we have cars that warm themselves up and heaters in our homes, good quality jackets for the winter , they did not they had some type of jacket to kinda cover themselves, but not stay warm for long times, like we do.
