D34 Board Meetings: Virtual for Now

District 34 Board of Education meetings are being held virtually until further notice. Information to access the virtual meetings live will be emailed to parents, staff and community members and posted on the D34 website no later than the Friday before each meeting.

Superintendent's Reflections

Each month, Superintendent Dr. Dane Delli updates the Board of Education and the community about programs, events, notable achievements, and other timely information and celebrations.

School Board Appreciation

In recognition of November 15 as School Board Member Appreciation Day, Dr. Delli honored the members of the Board of Education for their volunteer service to the community, pointing out the time and dedication they have given to District 34, particularly in these very challenging times.

Donations to the District

Dr. Delli thanked three organizations for their generosity in recent donations to the District:

  • Rotary donated more than 1,200 books and 1,000 reams of construction paper to students in need.
  • The Gelfand Foundation partnered with Glenview-based Kraft Heinz to collect, assemble and distribute 300 bags of supplies, materials and books to EC-2 students who are facing hardships.
  • The Gelfand Foundation also donated Little Free Libraries to each building; those should be built and planted in early December.

Inquiry in Virtual Classrooms

GOAL program coordinators Brian Engle and Dr. Matt Silverman explained that they have seen the passion and drive of staff and students to bring engagement and hands-on learning, even in a pandemic. They introduced Instructional Innovative Specialist Tami Slater, who shared examples of the inquiry work happening in GOAL.

Adaptive Pause Update

Dr. Delli reminded the Board and community about the District's move to remote-only learning in an Adaptive Pause beginning Monday, November 30. He pointed to the statement from the Cook County Department of Public Health, and both the District's dashboard and Township Elementary School dashboard, all of which show increasing community spread of COVID-19.

The Board approved the consent agenda, which included a personnel report, payroll and vendor warrants, worker's compensation RFP, policy updates and acceptance of donations. The Board also approved a resolution to approve the tentative tax levy and schedule a public hearing for the 2020 tax levy.


Illinois School Report Card

Dr. Matt Silverman, Assistant Superintendent for Teaching & Learning, walked through the Illinois School Report Card for District 34 for the 2019-2020 school year. He shared that many of the measures on the report card either don't have data due to the impact of COVID-19, or have data that may have been impacted by COVID-19.

The Illinois State Board of Education froze the designations that were given for 2018-2019, so all D34 schools remain in the commendable or exemplary designations.

2021 Construction Planning and Financing

Dave Torres from construction manager Nicholas & Associates gave an update of the design stages, a budget update and an overview of the timeline and scope of construction. The District will go out to bid in February 2021, Board approval in March and construction starting in April 2021 on the additions at Henking, Lyon, Westbrook and Springman. Construction expenditures for 2021 are expected to be just under $53M.

CFAC Recommendation

Assistant Superintendent for Business Services Eric Miller shared the recommendations from the Superintendent's committee, Citizens Finance Advisory Committee (CFAC) on the debt structure for the referendum. CFAC recommendations include:

  • Issue more debt sooner to take advantage of lower interest rates
  • Accelerate the debt payment schedule to save taxpayer dollars
  • Delay the use of fund balance

Taking these steps will reduce the tax burden on the community.

Elizabeth Hennessy, Managing Director, Raymond James & Associates, gave a referendum financing update based on the CFAC recommendation. She said that interest rates are lower right now. She shared that the recommendation of an accelerated option could mean that taxpayers would pay approximately $22M less than the original amount outlined in the referendum.

Supplemental Tax Levy

The Board discussed a resolution to authorize a supplemental tax levy to pay the principal of and interest on outstanding limited bonds of the District. The resolution allows the county to extend the property taxes needed to pay down principal and interest from the 2019 bond issue for the next several years.
