About the Meeting

The regular meeting of the School Board was held at 6:30 p.m. (closed session) and 7:30 p.m. (open session) on Monday, December 6, 2021 in the School Board Room at the Walker-Grant Center, 210 Ferdinand Street, Fredericksburg, VA.

Recognitions

Monroe Singers

The Monroe Singers performed two selections. It was shared that some students had auditioned for the District 15 Choir and 13 students were selected.

Optimist Student of the Month

Lili Watkins, James Monroe High School, received recognition as the Optimist Student of the Month.

Fall Sports

The Golf team finished 7th in the region. The team was led by William Payne, Nathan Scharf, Piper Kingsley, and Palmer Van Zandt. The Golf team was coached by Marshall Wood.


The Volleyball team advanced to the Region 3B Semifinals. Jordan Carter made 1st Team All District and 2nd Team All Region, Teagan Thompson made 2nd Team All District. The Volleyball team was coached by Lou Wondree.


Isabel Whitman and Cecelia Lucas of the Cross Country team participated in Class 3 in the State Meet. They were coached by David Lovegrove.


The football team, coached by George Coghill advanced to Region 3B Semifinals. The District Defensive Player of the Year was Christian Hamm.


The girls Field Hockey team advanced to Class 3 State Semifinals, they were the Region 3B Champions. Regional 3B Player of the Year was Kelsey Reviello. All State players were Angelina Baldwin, Sam Black, Katie Boyd, Celie Constantine, Grace Maynard, and Kelsey Reviello. The team was coached by Erin Cunningham.

Character Education Spotlight

Character Education Spotlight: Hugh Mercer Elementary School presented the Character Education Spotlight, Self-control.

Bullying Prevention Poster Contest Winners - Hugh Mercer Elementary School

Winners of the Hugh Mercer Elementary Bullying Prevention Poster Contest were:


Casen Dickson, Kindergarten. Cason's poster was, "Bullying is not nice".

Hazel Lam-Mackintosh, 1st grade. Hazel's poster, was "Be Kind".

Alondra Saab, 2nd grade. Alondra's poster was, "No Bullies! No Hurting!".

Alma Juarez, 3rd grade Alma's poster was, "Power of a Friend" and it said, "When we play, we do not leave anyone out".

Lailyn Taylor, 4th grade. Taylor's poster shared different types of bullying and how to stop bullying.

Anna Schaffer, 5th grade. Her poster said "No Bullying. Be Kind".

Special Education Day

A video explaining the origin of Special Education Day was presented by Maris Wyatt.

Marguerite B. Young Excellence In Education Award

This award was established by the Fredericksburg Chapter of the NAACP and the Fredericksburg Education Foundation. The award recognizes Mrs. Marguerite B. Young as a phenomenal educator in the Fredericksburg area. The awards would be presented to a teacher, staff member, and paraprofessional each year. Funding for the award would be received from the Fredericksburg Branch of the NAACP. Donations could also be made to the Fredericksburg Education Foundation. The first round of awards were scheduled to be given in the Spring of 2022.

Informational Items

Monthly Financial Report

Ms. Brody provided a financial report for the month ended October 2021. In the Operating Fund, FCPS had received 30% of budgeted revenues and spent 30% of budgeted expenditures which compared to 29% of budgeted revenues and 28% of budgeted expenditures as of this time last year. In the Special Revenue Fund, FCPS had received 20% of budgeted revenues and spent 31% of budgeted expenditures. This compared to 10% of budgeted revenues and 23% of budgeted expenditures as of this time last year. ESSER spending had increased slightly from last month. The total year-to-date ESSER spending is $2.86M. The total balance remaining in ESSER grants was $9.39M.

It was noted that the calendar would be presented at the January 2022 School Board meeting for approval. The proposed 2023 - 2024 would also be presented at the January 2022 School Board meeting.

Update on ABM Technical Audit for School Facilities

Representatives from ABM were present to provide an update on the Technical Audit for School Facilities. ABM had been given authorization to move forward with an Investment Grade Audit (IGA).

Middle School Update

Dr. Eberhardt shared that the Interim Agreement had been reviewed by all attorneys and an agreement had been reached on the draft agreement. It should be posted by Wednesday and a joint meeting with City Council would be scheduled in January 2022.

Legislative Priorities

Board members Jannan Holmes and Katie Pomeroy had collaborated on legislative topics which had been noted as priorities by organizations including the Virginia School Boards Association and the Virginia Association of School Superintendents. These legislative topics would be reviewed with the Board and priorities of the local School Board will be considered.

  • VSBA New Chair and Vice Chair Orientation - January 25, 2022
  • VSBA New School Board Member and Superintendent Orientation - January 25, 2022
  • VASS-VASBO 2022 Winter Conference - January 9 - 11, 2022. Mrs. Brody would be attending

Good of the Order

Mrs. Rehm was presented with a parting gift. Her colleagues thanked her for her nine years of service on the Board and to Fredericksburg City Public Schools.


All Board members were presented with poinsettias.


Mr. Matt Rowe, incoming Board member was introduced.


Dr. Catlett expressed thanks to staff for all of their hard work during the past year and wished everyone a happy holiday.

National Custodian Day was October 2. Custodians were also recognized and thanked for their dedication and hard work at keeping the facilities clean and safe for students and staff.
