Equitable Identification
Equitable Identification: The Supporting Gifted and Talented Students through Equitable Identification and Services Act ensures school districts have policies and procedures in place to allow for the appropriate identification, referral, and placement of gifted children, benchmarked against local norms, to increase fairness and inclusion while keeping standards high.
The state education agency defines the term “gifted and talented” as children who give evidence of high achievement capability in areas such as intellectual, creative, artistic, or leadership capacity, or in specific academic fields, and who need services or activities not ordinarily provided by the school in order to fully develop those capacities.

Why Equitable Identification?
All children, regardless of background, should receive equal access to gifted and talented services without watering down standards. Children in poverty and minority groups that are of equal levels of achievement are still 250% less likely to be identified for gifted and talented programs.
