Big states and small states
To prevent one state getting to powerful or not getting a voice we have the great compromise. The senate is the house where every state gets the same amount regardless of population so even if they are small they still have power. The House of Representatives is the number of representatives but based on the population of the state. This is so big states have a voice for everyone.
