ESU 4 Title III Consortium
ESU 4 provides Title III English Learner Consortium services for districts throughout south central and southeast Nebraska (ESUs 4, 5, 6, and 9.)
The primary goal of our consortium is to improve student achievement in all content areas. A significant part of this effort involves supporting districts' efforts to involve families and ensure that all staff utilize research-based curriculum, instruction, and assessment practices through professional development.

ELL Network
The ELL Network is a forum for district personnel to discuss issues related to the education of English Learners. These sessions are the primary means of sharing information throughout the ESU 4 Title III Consortium; however, a majority of our time is devoted to studying effective instruction, sharing and exploring resources, learning of updates from NDE, and networking with colleagues. We welcome everyone interested in English Language Learners, regardless of Title III affiliation or position.

Consortium Parent Notification of Placement Letters Are Available!
Title III and Nebraska Rule 15 require that "The school district shall notify the parent, or guardian, or other person enrolling the student that the student qualifies for services..." (Rule 15 003.04). Our consortium drafted a letter in the spring of 2017 and commissioned translations in various languages. ESU 4 Consortium districts may use this letter to fulfill the requirements of Rule 15 and Title III.
2017-18 TITLE III UPDATES
- English Learner (EL) replaces Limited English Proficient (LEP)
- Monitor for 4 years (instead of 2)
- Required and authorized activities revised (e.g., more family engagement)
- Immigrant Education (IE) funds no longer allocated to consortia
NDE English Learner Module: Identifying and Welcoming English Learners
There are four segments including: The Identification and Intake Process (focused on Section 003 of Rule 15), Preparing Staff for ELL Arrivals, Creating a Climate of Welcome, and Helping Families Navigate the School System. The segments can be watched all at once or separately and can be watched again at any time. They are intended for individuals and/or to be used for professional learning. This module is meant to be viewed by anyone interacting with English Learners, particularly when they first arrive at the district.
