I think all assessments should be formative. Why should an educator wait till the end to see that the students are not grasping the skills being taught? Allow students to grow daily and expect high expectations from all, regardless of what you have been told. All students can learn; however, it is up to you, the educator, to find out how they learn best and address their needs to ensure learning is purposeful.
