President's Welcome - Dr. Davis welcomed everyone to the meeting.

Public Participation - The following topics were addressed during the first period of public participation:
- Tax increase
- Tax rebate program
Minutes - The following minutes were included in the agenda:
- The Board approved the minutes from the May 16, 2022 legislative meeting.
- The May 2022 committee meeting minutes were affirmed.
Education Committee/Curriculum/Technology/Student Services Recommendations -
The Board reviewed and approved the following:
- Enrollment Report
- National Superintendent's Conference
- One (1) exchange student for the 2022-2023 school year
- Service agreements for Physical Therapy Services, Dental Services, and Physician Services
- Service agreement with Lakeside Youth Service
- Educational agreement for Extended School Year (ESY)
- Two (2) confidential educational agreements
Finance Committee Recommendations - The Board approved the following:
- Routine matters - The Board approved the Treasurer's Report, the list of bill payments, budgetary transfers, and the obsoletes list.
- 2022-2023 Final Budget and Funding Resolutions
- Fund Balance commitments for pending and future real estate assessment appeals and Healthcare Rate Stabilization Fund
- Transfer to Capital Reserve fund
- Agreement with CMTA, Inc. to complete a GESA Project for FWES including HVAC and controls upgrade and renovation, sprinkler system, LED lighting and controls, large group instruction space and gymnasium ductwork installation, classroom cabinets, and tempered glass replacements.
- Agreement with Twining Construction Company for FWES storm damage repair
- Other matters - The Board approved agreements for replacement of aluminum bleachers at Cardinal Stadium, lighting at the high school tennis courts, and replacement/resurfacing of the gymnasium floor at the high school. Additionally, the Board approved an agreement for a bi-directional amplifier at SRMS, an agreement with Bluum for Chromebook repair, insurance policy renewals, fund depositories for the 2022-2022 fiscal year, cooperative purchasing agreements, summer payments authorization, food service and supply bid awards for the 2022-2023 fiscal year, and two (2) settlement stipulations.
Personnel Report/Recommendations - The Board approved the following:
- Personnel Report inclusive of appointments, summer STEM and Extended School Year (ESY) appointments, retirements, leaves of absence, changes of status, and extracurriculars.
- UDESPA Collective Bargaining Agreement July 1, 2022 through June 30, 2027
- Employee group compensation plans
- Administrative salary increases
- Hiring authorization
Policy Committee Recommendations -
The Board approved the second reading and adoption of the following policies:
- Investment of District Funds (609)
- Payment of Bills (616)
- Petty Cash (617)
- Building Security (709)
Other Business Recommendations - The Board approved the following:
- Health and Safety Plan Update
- Special Education Plan submission to the Pennsylvania Department of Education (PDE)
- District Comprehensive Plan public display authorization
- Annual MCIU Notice of Adoption of Policies, Procedures, and Use of Funds
- Reappointment of Jennifer Baldassano as Board Treasurer for a one (1) year term beginning July 1, 2022
- Appointment of Darlene Davis and Jenna Evans as voting delegates for the 2022 Pennsylvania School Boards Association's (PSBA) Delegate Assembly
Liaison Committee Reports - The Board reviewed the following informational reports:
- Montgomery County Intermediate Unit - Darlene Davis
- Montgomery County Legislative Committee -Andy Kessler
- EASTERN Center for Arts & Technology - Art Levinowitz
- Equity and Empowerment Steering Committee - Jennifer Iannitti
- Educational Advisory Committee - Titia Scherpbier
- Pennsylvania School Boards Association - Jenna Evans
- Township - Michael Henderson and Mark Sirota
- Upper Dublin Education Foundation - Jeffrey Wallack
Solicitor's Report - Mr. Diasio reported that the Board met in executive session on June 20, 2022 from 5:45 PM until just before 7:00 PM to discuss personnel matters, future staffing, and a personnel investigation.

- SRMS music program and music lessons
- Music and arts staffing and scheduling
- Administrator evaluations and salary increases
- UDESPA contract
- Tax increase

- Dr. Yanni responded to comments regarding the music program, scheduling, staffing, and salary increases.
