Chapter 37 Training
November 20, 2019 – 9:00 A.M. – 12:00 P.M. at Region 15
Presenter - TEA Consultant, Mary Scott
Chapter 37 training will be explained and outlined in congruent with the PEIMS reporting requirements. Mandatory vs. Discretionary discipline placements will be reviewed and discussed along with explanations of "shalls and mays" for disciplinary reasons and actions.

Threat Assessment and Cybersecurity Training Dates open for November 12 and 13
Great news! The threat assessment and digital threat assessment trainings are now live. Participants will have to register and complete a pre assessment before given the code to register. Please communicate this information to the team members you have register.

Business and Finance
Template Release 11 is out! The difference between this and release 10 has to do with tax rates for 20-21. Here is a link: http://www4.esc13.net/finance
I am working on instructions for completing the template, line by line, for 18-19 and 19-20. Once I complete this, I will forward to all. Hopefully, Omar won't change the line numbers too much in the future, and it will stand the test of time.
I am attaching an update from Amanda Bronson at TASBO titled "Preparing for Fall PEIMS Budget Submission." It is excellent at addressing the revenue expectations in FIRST and possible amendments that need to be made, as well as the new PIC codes. The table at the end does a great job of explaining the new PICs and their allowable costs with some examples. If you have not set up those new PICs, 36, 37, and 38, this would be a good month to do so.

I highly recommend that superintendents and business managers read all of this. I also believe there are parts that campus administration needs to read. Data entry into Fall PEIMS is going to be extremely important, and quite a bit has changed, as well as been added. Your PEIMS folks will enter what you tell them, but someone needs to be sure what is entered is correct. It will impact funding as well as accountability.

Focuses on Learning and Student Outcomes - good for campus principals and counselors to read
Increases in Funding and Equity
Reduces and Reforms Property Tax - the link is not working but TEA is aware and trying to correct
Other Questions.
The Fall PEIMS workshops have been rescheduled to November 4 due to delays in software updates. The Fall PEIMS data submission deadline is December 5. That will leave districts approximately 3 weeks before Thanksgiving to complete the data entry and verification. Re-submission is after Christmas break, but my recommendation is to make your best effort to do it right the first time. Quite a bit of teamwork will be needed to complete this in a short period of time - PEIMS Coordinators, principals, counselors, business office, etc.
I suggest that you do what you can manually at this time if it is not too burdensome. An example may be Dyslexia. Each campus should know the students receiving dyslexia services. You could have this done on paper and be ready for data entry once the Fall PEIMS instructions have been released.
The Census Block data is a toss up. Someone in your district will need to be responsible for looking up this data. TEA has published a tool for districts to use to get a head start. Districts will need a physical address on each economically disadvantaged student in the district. I believe you can get this information in a "custom" report in TxEIS and should be able to do something similar in other software packages. The person that does this is not necessarily the PEIMS person as they will have much to do anyway, but that is a district decision as to who to assign this duty.

TEA is issuing a statewide survey for all district and open-enrollment charter schools to complete related to teacher appraisal systems. The agency will use the survey results to plan for the implementation of the House Bill 3’s Teacher Incentive Allotment (TEC 48.112) and the Local Optional Teacher Designation System (TEC 21.3521).
