Nature can be a destructive force.
Imagery
"The shattered water made a misty din" (1)
The waves are large and hitting shore with force creating a mist from the broken up wave.
"The clouds were low and hairy in the skies" (5)
These types of clouds are a sign of a storm.
"The shore was lucky in being backed by cliff" (8)
The water is slamming into shore with so much force that the cliff needs to be there to stop it.
Rhyme
"The skies" (5) and "of eyes" (6)
In a sense the skies are angry and looking down to find its target.
"An age" (11) and "For rage" (12)
Age can represent how the weather is acting, in this case it is acting as a destructive child crashing around.
"broken" (13) and "spoken" (14)
The waves are breaking and making a loud sound for those near to hear.
Personification
"Great waves looked" (2)
This tells us that the waves are large and are caring great force behind them.
"Night of dark intent" (10)"
This makes it seem like something sinister is being planned by nature.
"Night, an age" (11)
Age can affect personality and sometimes bring angry mood swings as with nature's storms.
