Holding the Line on Taxes for the 4th Straight Year
Today I proposed a county budget that is lean, sensible, balanced and fiscally responsible. The budget shapes our future as defined by community priorities and values. It delivers results – exceptional schools, safe communities, a vibrant economy, and a high quality of life. The budget holds the line on taxes, with absolutely no tax rate increases for the fourth year in a row.
Highlights of my budget include:
- Education – $12.2 million in new funding for Frederick County Public Schools so we can keep the best teachers and staff in our classrooms. This funding supports the third year of a phase-in to a new pay scale for teachers and school staff.
- People – Valuing county and public safety workers, who provide efficient and effective services to Frederick County’s residents and businesses and keep our community safe.
- Infrastructure – The capital budget includes a record investment in school construction, construction of Othello Regional Park near Brunswick, a new branch library in Myersville, and numerous road and bridge projects.
I am pleased to announce several new initiatives that will ensure a bright and prosperous future.
- Housing – I have dedicated revenue from the recordation tax for the Housing Initiative Fund to leverage federal dollars to make meaningful progress to provide workforce housing in our community, so more people can afford to live and work here.
- Detox center – One-time seed money is designated as an incentive to create a public-private partnership to establish a detox center so county residents affected by the heroin and opioid epidemic can find hope in recovery.
- Seniors – This summer citizens will see implementation of a new Senior Services Division, a key recommendation from the Seniors First initiative. The division will champion the needs and services for our rapidly growing population of seniors.

The County Council will hold two public hearings on the budget next week. On Monday, April 16th, they will take comments on the Board of Education’s operating and capital budget. Tuesday, April 17th, is the date for the balance of the operating and capital budget. Both hearings begin at 7 p.m. in Winchester Hall. Come out and support my budget.
