Chapter 4: Transforming Assessment
A New Perspective on Formative Versus Summative Assessments
"Marzano (2010) describes how proficiency scales provide a unique perspective on the concepts of formative and summative assessment. Typically, we think of a summative assessment as a measure of students' statuses at the end of an instructional cycle (such as a unit of instruction). We usually consider formative assessment an ongoing process throughout a learning cycle in which teachers use students' performance on assessments to modify and improve teaching and learning. In fact, an assessment is classified as formative or summative depending on how the assessment data are used. In other words, teachers could use the same assessment in a formative manner or a summative manner--the teachers in a collaborative team might use the results of a specific obtrusive assessment to assign final scores to students (summative) or to plan and modify future lessons (formative). This is not to say, however, that formative assessments are not scored and recorded. Teachers should score and record assessments for formative use so they can tract student progress over time and determine a student's or class's current level of knowledge. From this perspective, proficiency scales and formative assessments are inherently compatible. Proficiency scales provide a detailed, objective progression to which teachers can compare students' current knowledge. The descriptions of each level on the proficiency scale also provide concrete goals so teachers can more easily identify what students need to do or learn to move to the next level."
