IN the early years of the United states
In 1792 George Washington ran for president for a seconded term. Because he wanted to fix the congress. Because he knew that know one will fix it. That's why it was hard. In 1799 to the conflict between the us and french america agreed to not ask France not to pay for the ships that they had seized . It was hard because it was all new conflicts.
In 1793 the war between Freance and Britain coursed us top tack a side. and this made it difficult to be in early present because we had to pick a side winch would mean one of those country would fight the us. in 1803 France and great Britain were at war again. this made the us made because franc was seizing the us ships because the us was trading with the enemy of France.
