Was the Emperor’s decision at the legend’s beginning better for the individual or the community?
It was better for the individual because he only wanted his daughter to not get married, but it sort of affected the community because when Ixtla realized Popo was dead, she died of a broken heart. The emperor could've just let Ixtla marry Popo, but he did it the hard way.
Is it ever important to consider the needs of a community over the needs of an individual?
Yes because a community has more people but an individual is only one person. you need to think about other people rather than you or just one other person.
