Prosper ISD names the principal of Rock Hill High School
Prosper ISD is excited to announce that Mr. Terry Mouton has been named as the Rock Hill High School principal and will begin in January 2023.
Mr. Mouton was an integral part in opening the school in 2020 in his role as assistant principal. He has more than 14 years of experience in public education as a teacher, coach, and administrator. Mr. Mouton is replacing current principal Dustin Toth, who was named as principal of Prosper ISD's third high school, Walnut Grove High School.
“Mr. Mouton has proven to be a great asset to our district, and we have full confidence that he will continue the great work as principal of Rock Hill. With his experience in the district, and his vast experience prior to coming to Prosper ISD, we know that he will do an exceptional job continuing the incredible culture of excellence, pride, and unity,” said Prosper ISD Superintendent of Schools Dr. Holly Ferguson.
After receiving his undergraduate degree in mathematics from Morehouse College in Atlanta, Georgia, Mr. Mouton received his master's degree in Business Administration in Information Systems from Mercer University and an educational specialist degree in curriculum and instruction from Piedmont College.
Mr. Mouton served as math teacher and coach at Gwinnett County Public Schools in Georgia. While there, he was also a lead teacher, student teacher mentor, and teacher trainer for six years before moving into administration as assistant principal and then associate principal. He moved to DFW in 2017 as assistant principal & early college high school administrator at North Dallas High School before joining Prosper ISD in July 2020.

As a part of the inaugural administrative staff, I understand the success of Rock Hill High School is built upon a culture that is inclusive of all stakeholders (students, faculty, parents, and community) and an unwavering commitment to the core values, ICSEEU – Integrity, Creativity, Service, Empathy, Excellence and Unity. These cornerstones are central to all we do to ensure the students of Rock Hill High School have the knowledge and skills needed for post-secondary success. This is at the heart of who we are at Rock Hill and this will not change!
As a new era begins at Rock Hill, it is my responsibility to build upon that culture which encourages an inquisitive mind, fosters critical thinking and creativity, and creates a learning environment where each student and faculty member is valued and nurtured. And because every student has the right to a superior education, where teachers are enthusiastic and expect excellence, clear goals and high expectations for student achievement should guide the development of rigorous instructional strategies and learning activities.
My background and passion for education position me significantly to carry the torch forward to successfully impact Prosper Independent School District more specifically the community of Rock Hill High School.
Supervising administrative and teaching staff, implementing school policies, and managing extracurricular programs are just a few of the areas in which I excel. My passion for cultivating rewarding, dynamic, and high-performing educational environments has successfully resulted in high levels of faculty retention, excellent student experiences and positive school culture.
Highlights of my qualifications include:
Excelling in the role as Assistant Principal at Rock Hill High School, the Collegiate Administrator and Assistant Principal for North Dallas High School, Norcross High School and an Associate Principal for South Gwinnett High School for the past 8 years, driving the planning, development, and implementation of curriculum and special programs while generating reports, promoting staff professional development, and handling diverse administrative tasks.
Maintaining a fine balance between meeting, or surpassing, state guidelines and national criteria for standardized test scores while remaining committed to focusing on the “whole child” experience—including emotional and social growth.
Building and sustaining strong student and staff relationships, encouraging queries and comments and laying the foundation for a challenging and exciting school environment.
With my experience and credentials, I am well prepared to dedicate myself to the highest standards of learning and leading at Rock Hill High School. I believe the collective efforts and commitment to continuous improvement of the Rock Hill High School community will enable our students to become dynamic members of the global community; one where they are seen, heard and loved!
