this made it to wear slavery or even indentured servant was not a punishment for crime. This amendment came from President Lincoln recognizing that the Emancipation Proclamation was not going to totally end slavery. This is important because people could still be known as property and not treated equally when all men should be treated equal.
restrictions
1.people could not claim people as there property anymore.
2. people had to either pay people to work for them or do it themselves.
